    The City has expended a total of $8.3 million from 1996 to 2003 and $1.7 million was returned from the Joint Powers Insurance Authority for a net expenduture of $6.6 million, hardly neglect! I will find the least-cost alternatives for repair and maintenance to keep taxes low.

      Cost was $22,000 for this repair that added many years of life to this drain. Do you believe we have 1,500 drains in this condition to equal $30 Million? To replace this pipe, the cost would have been $250,000 but by using common sense, Public Works showed how responsible they are to your pocket book.
