PW West: Nothing to report

PW East: No progress this month

Access Control: No incidents this month.

RS W: The City approved our beautification grant request for the full amount of the grant; there is one more administrative approval to be received. The Board voted to commence an initial phase of work this month, with the balance to commence only after we receive final approval of the grant from the City.

  • President’s report:Received a check for filming in the community. The $2,500 will go to the general fund.
  • Received a thank you letter from the organizers of the Concourse de Elegance Rally.

City liaison / RDA: nothing to report

Old Business: The local press reports that the Governor vetoed AB 2702, which would have placed additional restrictions on the ability of cities and associations like the PBCA to control "granny flats". Once the state has posted official notice of the veto, we’ll take up the (deferred) topic of duplexes in the community.

  • New Business:
  • Input from the community was taken on the subject of sheds on vacant lots. The next meeting will be discussion of this subject by the Board.
  • Real Estate signs in the community. By a 3-1 vote, the Board approved the placement of real estate for sale signs according to the guidelines below:
    • Signs must be of a size and style consistent with the PBCA house signs, e.g., not to exceed 24” wide by 15” high, cut so that the top portion of the sign is arched, and mounted on a single wooden pole so that the bottom of the sign is no more the 24” off the ground. Colors are to be red letters on a white background.
      • Text is limited to the following:
      • The phrase “For Sale”
      • A single phone number
      • No other text (e.g., company names, agent names, fax numbers, etc.) is permitted. No insignias or logos are permitted.
    • The sign is to be removed from view upon the signing by a buyer and seller of a contract (“entering escrow”). The sign must in any case not remain for more than 60 days, whether or not the property is sold.
    • Approval to place signs that conform to the above need not be sought on a case-by-case basis by real estate agents or private selling parties, but notification that a sign will be placed must be provided to the PBCA in writing in advance of the placement of each sign. This written notification must specify the date that the sign will go up; this will start the 60-day limit.
    • Abuse of the above by a particular party or organization may result in the PBCA revoking permission for the offending party to place any future signs.

Audience Participation:

  • The Peppertree Drive above-ground storm sewer needs attention. This will be addressed with the regrading of the intersection at Pomegranate.
  • The PBCA may be subject to paying for a portion of the cost of clean-up of a section of Altimira Canyon, based on agreements made in the early 1980’s.
