Minutes of the Board Meeting
7 August, 2006

Called to Order: 7:20 pm by Kelly.
Present: Kelly, Himelwright, Burt

Minutes of July 10, 2006 were approved.

Treasurer’s report: The treasurer’s report for July l was received and approved.

Roads: The Association has received the grading permit for Peppertree from the City.

Roadsides: Narcissa gate sprinklers are repaired. Leonardo: start working once a week.

Access Control: surveillance cameras are being installed August 15 or 16.

President’s report: none City liaison / RDA: none

Old Business: A conference call with the Richardson attorney firm informed us that Declaration 11 is still being researched. They other 12 Declarations are in their possession. Tim Kelly will contact the Spierer firm for copies of our records with that firm. This may include Declaration 11. We will ask Kelly Richardson to an upcoming board meeting for a review of budgeting procedures and an update on the review of our CC&Rs.

New Business: City Beautification Grant proposals were due August 1st. Porter put a proposal together for improvements near the Peppertree Gate.

Communications: an Email from Claudia Gutierrez was received. The Board received another email regarding secret meetings. It was emphasized that the Board meets generally on the first non-holiday Monday of the month, except in February, and decisions regarding the running of the association are made during those meetings.

Audience: Several residents expressed concern that damage to homes and roads in Zone 5 was perhaps incorrectly being termed landslide movement when in fact it may not be. The City geologist has visited the sites and is preparing a report. Bob Douglass reported there have been (essentially) no changes in the GPS markers around the community. The new (refurbished) well near the Narcissa Gate is pumping more than 27,000 gallons of water per day. Daphne Clarke mentioned that the City-owned wells are not being replaced or rehabbed. The one at Sweetbay and Peppertree is working but most are not. Sharon Silberberg noted the City’s Court Case vs. Monks et. al has fallen out of mediation and will be going to trial. Lew Enstedt and others were concerned about the large numbers of trucks filled with grading dirt tearing up the newly repaved Peppertree.

An information-only meeting will be held Monday August 14 at 7 pm at Ladera Linda.
