MINUTES – PBCA
Architecture Committee
4 October 2004
1. Call
to order, 7:30 pm. Present: Burt, Haldeman, Himmelwright, Hoffman,
Kelly, Porter, Siegel

Minutes from 13 September approved, with the addition of the phrase "roads
within the PBCA" to the last item
3.
Old business:
- 3
Ginger Root. No progress.
- 7
Plumtree. Escrow expected on the adjacent lot should close soon.
Owner is still planning to work with the Association to bring this
lot into the Association.

Figtree. Owner still working with City. Progress made my owner on
PBCA issues; fence covering removed. Still more to do.
- 68
Narcissa. Good progress by owner. Still more to do.

Lot and storage, 19 Sweetbay. Letter from tenant and owner received,
with
plan. Plan provides for good screening in
the front, but needs
more on the
right side.
Set back waived on the left only for as long as the two lots
are operated by the same party (not "grandfathered"). If
that situation ever were no longer to pertain, the fencing must be
moved to meet the PBCA setback requirement.
- Response
from Board letters regarding trailers, etc. 1 letter has been sent,
and 5 phone calls made. One already gone, one
owner reported
the
trailer was
to be sold, two others plan to create additional screening.
PB Riding Club working with us to move and/or screen trailers. Mrs.
Petak working
with
us to move and
/or screen trailers -- a site visit was made by the Committee,
and her modified plan was approved.
- Possible
unauthorized duplex. Referred to the Board at the previous meeting.
Governor has apparently vetoed AB 2702, which
may allow
the Board to consider
this matter soon.
- Storage,
vacant lot, 4 Peppertree. A site visit was made by the Committee
and by the Fire Department. The Fire Department
has sent
a letter of
concern about
potential fire hazzard, focusing on a request to the
owner to
remove lumber. The Committee will send a letter requesting
the ceasing
of dumping and
the removal of trash.
- Cars
stored and parked on the street – 7 Fruitree. It was reported
that a car or cars have been parked for months without
being used. A phone call with
the owner was undertaken; the response was not promising.
The Committee will send a letter.
- Dead
tree, Sweetbay and Peppertree. Determined not to be within the boundaries
of the Association. Owner may
be willing
to share
the cost
of removal.
Not able thus far to reach the owner. Chuck will try.
- Old
gardening containers along lower Narcissa. The Wayfarer’s Chapel
has removed these items.
- Shed
on vacant lot, Narcissa, across from ride-to-fly. A letter was sent
to the owner requesting the installation
of
screening.
4.
New business:
- Enforcement
procedures. The idea of setting a standard timeline for responses was
discussed at a future
meeting. The committee
established the following
sequence of enforcement actions, intended to be
pursued at 30-day intervals:
- A
phone call from a committee member to the owner, or a site visit by
a committee member with a face-to-face
discussion
with the owner
- A
1st letter, from the Committee to the owner
- A
2nd letter, from the Board to the owner
- Referral
to the PBCA attorney, or other action as selected by the Board
- Concurrence
/ approval of this sequence will be sought from the Board.
- Parking
in fire lanes: The Committee toured the community. Some parking practices
in
cul de sacs
were noted as
a potential problem
for fire
trucks and emergency
vehicles. Discussion ensued; further
consideration is required. The question
was asked from
the audience "Is parking allowed on streets?" The
Committee agreed to research this question.
