Subject: Roadwork on Switchbacks

Motorists and cyclists are reminded that due to storm drain installation and pavement rehabilitation work, short delays should be expected on the PVDE switchbacks between 8 AM and 4 PM this week. Efforts are being made to keep delays to less than 5 minutes. Please obey all traffic control signage and personnel for the safety of all. Subject: Unstable Weather Conditions Expected to Continue Through July 28th

With several individuals struck by lightning at Avalon and Venice Beach on Sunday, July 27th, beach goers should pay attention to quickly changing weather conditions and be prepared to take cover. These unstable weather conditions are expected to continue through Monday, July 28th.

Information about lightning safety is available from the National Weather Service. Remember: when thunder roars, go indoors!

Subject: Hazardous Weather Outlook for High Rip Current Risk on July 24th

The National Weather Service has issued a Hazardous Weather Outlook statement for southwestern California, with high temperatures expected in inland areas and strong rip currents at the beaches.

Please be extra cautious if you are visiting the City's beaches to cool off today.

Subject: Traffic Delays on Palos Verdes Drive East - July 21, 2014

Please be advised that the roadway construction work on Palos Verdes Drive East between Via Subida and Via Colinita will continue to about 5:30pm today (Monday, 7/21/14) due to equipment issues encountered by the contractor. Please expect delays, use alternate routes if possible, and allow for additional travel time. The normal construction working hours for this roadway repair work (ending daily at 3:30pm) will resume tomorrow. Temporary Lane Closure, Palos Verdes Drive South. Salvation Army Trail construction along Palos Verdes Drive South began on July 21st. This new trail will connect the City Hall trails to the core area of the RPV Nature Preserve and the coastal trails. As needed for construction, one traffic lane will be closed on Palos Verdes Drive South between Albero Court and west of Crestmont Lane from 9:00 a.m. to 3:00 p.m. The project is scheduled to be completed by October 8th, 2014. Subject: Two Future Recycling Events in RPV

Mark your calendars!

The City will be hosting a composting workshop on Saturday, August 23rd at Hesse Park from 9:30 am to 11 am. Discounted compost and worm bins will be sold after the event. The event is open to the public.

The City and EDCO plan to have another paper/document shredding event on Saturday, October 18th from 8 am to 11 am at RPV’s Civic Center (City Hall) parking lot area. Certified shredding trucks will be on site to confidentially shred your material on-site. Electronics waste will also be collected, and free mulch (self-serve, self-bag, and self-haul) would be available to residents. Event for RPV residents only.

Eastern Avenue Los Angeles, CA 90063 RESPONSE TO INCREASED WATER RESCUE ACTIVITY IN ABALONE COVE AREA, RANCHO PALOS VERDES ABALONE COVE SAFETY TASK FORCE

Since July 1, 2014 Los Angeles County Fire Department Lifeguards have made over 50 ocean rescues, three of which were MAJOR,- requiring helicopters and additional resources. Some factors that have contributed to the increase in the number of rescues include: strong south swell, holiday weekend activity, a popular destination due to the Internet, and rock jumping at the location has been sensationalized via social media.

Due to this increased activity, the multi-agency Abalone Cove Safety Task Force is implementing the following actions effective immediately: • Increase public awareness of potential dangers through media and signage. • Increase patrols in the area both land and marine-based. • Restrict Inspiration Point and Portuguese Point to the public until sundown on Sunday July 13, 2014

Subject: Emergency Activity Continues at Inspiration Point

Unfortunately, first responders were unable to recover the body of the drowning victim yesterday at Inspiration Point in Abalone Cove Park. The search was called off at dusk, but has resumed this morning.

Palos Verdes Drive South is currently open in both directions, but traffic is slow due to the number of media and emergency personnel/ vehicles on site.

The public is advised to avoid the area and seek alternative travel routes.

Subject: Join us for Little Critter Afternoon Tales this Wednesday!

Come to Hesse Park on Wednesday, July 9th from 1:00 p.m. to 2:00 p.m. for Little Critter Afternoon Tales! This hour of story time fun includes songs, stories and a simple craft in a relaxed indoor park setting.

This monthly enrichment program is held the second Wednesday of every month, courtesy of the RPV Recreation and Parks Department and the PVLD Young Readers Department. Although this free program is geared to children 2 to 5 years old, children of all ages are welcome. It is designed for parents and children to attend together and no registration is necessary.

Subject: Monthly Emergency Preparedness Message - July 2014 - Heatwave

HEATWAVE~

Do you know what to do if you or someone you know or love has been overexposed to the heat? It can get too hot!

During an average summer, some 200 people across the country die due to heat injuries from exposure to high summer temperatures. Clearly, heat can be a force, particularly in Southern California, where temperatures exceeding 100 degrees in the suburban valleys and 110 degrees in the low desert areas are not uncommon during the summer and fall.

Overexposure to heat or excessive exercise in the heat also can cause other injuries. The severity of such injuries increases with age; heat cramps in a younger person may be heat exhaustion in a middle-aged person, but may be heatstroke in an elderly person. This occurs because the person has not adapted to the heat and is unable to adjust to changes in the body.

Construction activities at Ryan Park have begun and will continue through the end of October 2014. This work includes addition of 32 parking spaces and realignment of the southern entrance for safety enhancement. During construction, residents can access the park during normal park hours (10:00 a.m. to dusk in the summer; through Labor Day) and, after Labor Day, Mon. – Fri. 12:00 p.m. to dusk; Sat. & Sun 10:00 a.m. to dusk. However parking spaces will be limited. Please use caution when entering and exiting the park. Park staff will be on site during normal park hours.

Subject: Abalone Cove Shoreline Park- Temporary Parking Arrangements

Abalone Cove Shoreline Park is currently under construction which has resulted in a temporary reduction in the number of on-site parking spaces in the existing parking lot. To assist park users with additional parking spots during the popular summer months, starting this Saturday, June 28th, the City is temporarily reopening the old Gateway Park parking lot located at the east end of Portuguese Bend landslide (the area on the north side of the road currently blocked with boulders). This lot will be configured to be one-way in, one-way out, in the westbound direction. Signs will be placed on the south side of the road to direct the public to Abalone Cove Shoreline Park.

Please do not park in the adjacent neighborhoods. Those areas are strictly for parking “by permit only”, which are enforced by the Sheriff’s department.

As construction progresses, staff expects that there will be opportunities to gradually increase the available parking. Staff anticipates that substantial completion will be by Labor Day, and the parking lot will be fully open.

We apologize for the inconvenience in advance, and thank you for your patience and cooperation.

Please respect the neighborhoods adjacent to the park and avoid parking in areas that require a “parking permit”.

Subject: Abalone Cove Park Improvement Projects Underway - Please Note Changes to Parking Lot Access and Reduced Parking Area During Construction

Two major park improvement projects are taking place at Abalone Cove Shoreline Park through mid-September 2014. The upper park area, building and south end of the parking lot will remain fenced off during construction. During these projects, parking is limited to the northern end of the parking lot, and access to this smaller parking area is through the former Annie's Stand entryway, located just north of the regular park entrance. Please use caution when entering and exiting this area. During construction, there will be a limited number of parking spots.

Park staff is onsite to collect parking fees from 9:00 AM to 4:00 PM. The parking lot entrance closes at 4:00 PM and during the construction, the parking area closes at 6:00 PM and all vehicles must exit the lot by this time.

The public will continue to have access to the trails leading to the beach during the duration of these projects. Portable toilets and a hand washing station are located just south of the building, along the pedestrian path to the beach.

Unpermitted fireworks are prohibited in the City of Rancho Palos Verdes. Leave fireworks to the professionals! The restrictions on fireworks are for a very good reason. No matter how small or large, fireworks of any size are a potential fire starter. But it is still possible to celebrate and enjoy the holiday. Families can consult the newspaper or local activity calendar and attend one of several approved, licensed fireworks displays available around the South Bay.

Every person violating any provision of the Rancho Palos Verdes Fire Code Chapter 8.04 or of any permit or license granted hereunder, or any rule, regulation or policy promulgated pursuant hereto, is guilty of a misdemeanor unless such violation is otherwise declared to be an infraction by Section 8.08.050 of the City’s Municipal Code. Each such violation is a separate offense for each and every day during any portion of which such violation is committed.

Subject: City Manager Recruitment Town Hall Meeting #1 on Tuesday, June 24th

At its Council meeting held on June 3, 2014, the City Council of the City of Rancho Palos Verdes approved a public outreach plan as part of its process for recruiting a new City Manager.

The first of two Town Hall meetings will be held at 6:30 PM on Tuesday, June 24th at Miraleste Intermediate School, 29323 Palos Verdes Dr. E., Rancho Palos Verdes, CA 90275. Mr. Bob Murray of Bob Murray & Associates is responsible for reviewing the comments submitted at the Town Hall meetings and incorporating community suggestions into his recruitment process.

Residents, business and community leaders, and all interested parties are welcome to attend the Town Hall meetings. The second and final Town Hall meeting will be on Wednesday, July 9th at the Point Vicente Interpretive Center.

Subject: Filming Activity on City Streets on Monday, June 23rd

Motorists, bicyclists and residents should be aware that there is filming activity scheduled on Palos Verdes Dr. S., Palos Verdes Dr. W. and Hawthorne Blvd. on Monday, June 23rd. A automobile commercial will be filming on these City streets and will be using Trump National Golf Club for the production's "base camp" and cast/crew parking location. Cast and crew will begin arriving and setting up at the "base camp" at 8:00 AM, but filming activity in the public right-of-way will not begin until 9:30 AM, with shooting to be complete by 3:00 PM.

For this commercial shoot, production vehicles and equipment will be using the vacant lots near the Trump National clubhouse for staging and parking. Sheriff's deputies will be providing intermittent traffic control during filming on the City's streets. The City's Public Works Department has issued an encroachment permit for this shoot. Motorists and bicyclists should expect minor delays on the affected roadways between 9:30 AM and 3:00 PM. However, no filming activity will be permitted on Palos Verdes Dr. S. within the active landslide area.

The City of RPV has received the following courtesy notification of construction related traffic impacts in the City of Torrance:

Beginning at 5:00AM on Wednesday June 18 and continuing through 6:00PM on Friday June 20 the following traffic impacts will be in place on Crenshaw Blvd:

• Left-turns from northbound Crenshaw Blvd onto the I405 southbound on-ramp will be prohibited to non-emergency traffic. Please use the southbound on-ramp on 190th Street or on Artesia Blvd. • Two (2) northbound lanes will remain closed on a 24-hr basis • One southbound lane will be closed between 9:00AM and 3:30PM • Bus Stops for northbound Crenshaw at 190th St and 186th St will be inaccessible • Bus Stop for southbound Crenshaw Blvd at 186th St will be inaccessible

This presentation is prompted by our Peninsula’s unique topography, power and gravity fed water supply and possible limited water resources for our communities during an extreme emergency and/or disaster. Cal Water has been asked to explain how their company intends to keep water supplied to the Peninsula should there be a significant power failure or broken main water lines. Subject: Abalone Cove Park Improvement Projects Now Underway - Please Note Changes to Park Hours and Parking Lot Access

Two major park improvement projects are taking place at Abalone Cove Shoreline Park now through mid-September 2014. The upper park area, building and south end of the parking lot will be fenced off during construction. The public will have access to the trails leading to the beach during the duration of the project. Beginning June 11th, parking will be limited to the northern end of the parking lot, and access to the parking area will be through the old Annie's Stand entryway, just north of the regular park entrance. Subject: Dog & Cat Owners! Pet Vaccination and Microchipping Clinic at Hesse Park this Wednesday!

A low-cost pet clinic will be held this Wednesday, May 21st in the upper picnic area at Hesse Park, located at 29301 Hawthorne Boulevard in Rancho Palos Verdes. Cat owners should come between 6:00 pm and 6:30pm if possible and dog owners from 6:30 pm to 8:00 pm.

Pet owners must be at least 18 years of age to participate. All pets must be on leashes or in carriers, and only healthy & non-pregnant animals will be vaccinated. Also, please bring the license tag, license renewal notice or prior rabies certificate to receive a three-year rabies vaccine for your dog; otherwise the rabies vaccine will be good for only one year. Please bring vaccine records if possible.

The Society for California Veterinary Vaccine Care (www.scvvc.webs.com) will administer low-cost vaccinations and provide microchip services for cats and dogs. CASH ONLY for all veterinary services.

The Lomita Sheriff's Station reports two traffic collisions on the Peninsula. The first is at the corner of Hawthorne Boulevard and Indian Peak Road in Rancho Palos Verdes. The second is at the intersection of Palos Verdes Drive North and Rolling Hills Road in Rolling Hills Estates. Motorists are advised to avoid both areas for the next 30 minutes and to use alternative travel routes.

The South Coast Air Quality Management District has issued a Smoke and Windblown Dust Advisory for May 1st, due to the Etiwanda Fire near Rancho Cucamonga and the forecast of stronger Santa Ana winds later today.

In any area directly impacted by smoke, everyone should avoid any vigorous outdoor or indoor exertion. People with respiratory or heart disease, the elderly, and children should remain indoors. Keep windows and doors closed or seek alternate shelter. Run your air conditioner if you have one. Keep the fresh air intake closed and the filter clean to prevent bringing additional smoke inside. To avoid worsening the health effects of wildfire smoke, don’t use indoor or outdoor wood-burning appliances, including fireplaces.

Subject: Storm Water Quality Workshop

The Cities of Rancho Palos Verdes, Rolling Hills, Rolling Hills Estates, and Palos Verdes Estates, and the County of Los Angeles and Los Angeles County Flood Control District are developing an Enhanced Watershed Management Program (Peninsula EWMP) and Coordinated Integrated Monitoring Program (CIMP) to help improve water quality in the Santa Monica Bay, Machado Lake, and Los Angeles Harbor watersheds. One of the overarching goals of these programs is to identify opportunities to achieve multiple community benefits and the agencies involved would like your input. Please join us on Thursday May 8, 2014 for a community workshop on the development of the Peninsula EWMP. There will be a 30-45 minute presentation followed by a question and answer period.

Subject: Red Flag Fire Warning in Effect until 8:00 PM on Thu., May 1st

The National Weather Service has issued a Red Flag Fire Warning, starting at 2:00 AM on April 30th and continuing until 8:00 PM on May 1st. A Wind Advisory for coastal Los Angeles County is also in effect until 3:00 PM on April 30th.

Please be extra cautious in and around the open space and canyon areas of the Peninsula for the next few days.

Subject: State Refinery Task Force Information Session in Wilmington on April 29th

A fire at the Richmond, CA Chevron refinery in August 2012 raised public questions and concerns about refinery safety and emergency response in California. Following a directive from Governor Brown's July 2013 report "Improving Public and Worker Safety at Oil Refineries," CalEPA formed an Interagency Task Force on Refinery Safety in August 2013. The Task Force membership includes ten (10) state agencies, U.S. EPA, and local agencies from areas of the State that contain refineries. Their mandate is to work collaboratively to achieve the highest possible level of safety for refinery workers and local communities, and prepare for and effectively respond to emergencies if they occur.

The Task Force will be holding an information session on Tuesday, April 29th from 6:00 PM to 8:00 PM at Wilmington Middle School, 1700 Gulf Ave., Wilmington, CA 90744 (click here for flyer). A second information session will be held on Wednesday, April 30th from 6:00 PM to 8:00 PM in the Toyota Meeting Hall at the Torrance Cultural Arts Center, 3330 Civic Center Dr., Torrance, CA 90503.

Last Reminder- EDCO and the City of RPV are sponsoring a free document/paper shredding event this Saturday, April 26th from 9 a.m. to noon at the RPV Point Vicente Park/Civic Center (City Hall) in the over flow parking lot area located at 30940 Hawthorne Boulevard. Large certified shredding trucks will be on site at the event and all documents will be shredded on-site during the event. This event is open for the residential customers of EDCO and UWS only, so please bring proof of RPV residency. Maximum 3 bankers size boxes (approx. size of 10x12x15), or paper bags per household. No need to remove any staples or paper clips. However, remove your papers from any metal 3-ring binders. EDCO will collect electronics waste (computers, TVs, printers, etc.) at the same time and place. Free mulch (self-serve, self-load, and self-haul) will be available for residents. Bring your own shovel and cans for the mulch. Maximum of three cans per vehicle.

Subject: Navy Recruiting for San Pedro Facility Restoration Advisory Board Members

For several years, the Department of the Navy has been conducting environmental investigations at locations within the Defense Fuel Support Point (DFSP) San Pedro (i.e., the Navy fuel depot on North Gaffey Street), and at the former Palos Verdes and San Pedro Navy housing areas. Environmental investigations within the former Navy housing areas have been addressed through the Navy Base Realignment and Closure (BRAC) Office's Environmental Restoration Program (ERP), and environmental sites within the DFSP facility have been addressed as part of the Navy's Installation Restoration Program (IRP). In the summer of 1994, the Navy established a Restoration Advisory Board (RAB) for all of the IRP sites at DFSP San Pedro.

The DFSP San Pedro RAB now meets twice each year to review the progress and status of the IRP on non-BRAC DFSP San Pedro sites. The RAB concerning the BRAC portion of the DFSP San Pedro facility (i.e., the Navy former housing sites) has been adjourned since those sites have already received regulatory approval for closure. City Staff monitors the action of the RAB as a part of the regular bi-monthly Border Issues Status Report to the Rancho Palos Verdes City Council.

The next RAB meeting is scheduled for Wednesday, April 23, 2014, at 6:00 PM at DFSP San Pedro, 3171 N. Gaffey St., Bldg. 100, San Pedro, CA 90731. The Navy has announced that applications are still being sought for RAB membership, including the election of a permanent RAB Community Co-Chair (a position last held by the late Gil Alberio, a former Rancho Palos Verdes Planning and View Restoration Commissioner and Rolling Hills Riviera resident). RAB members are expected to serve a 2-year term and attend the semiannual RAB meetings. Duties and responsibilities will include reviewing and commenting on technical documents and activities associated with the environmental restoration at the Navy's DFSP San Pedro facility. Members will be expected to act as a liaison for information exchange between the community and the RAB.

The City encourages stakeholders in the Eastview area of Rancho Palos Verdes to consider becoming members of the RAB. Subject: Proposed Consolidation of Palos Verdes Business Mail Entry Unit

Last week, business mail customers and bulk-mail permit holders on the Palos Verdes Peninsula (including the City of Rancho Palos Verdes) received a notice from the US Postal Service (USPS). USPS is preparing a feasibility study to assess the possibility of consolidating the Business Mail Entry Unit (BMEU) at the Palos Verdes Peninsula post office with the BMEU at the Torrance post office. If this consolidation does occur, it will only affect bulk-rate mailiing for business customers; it will have no effect upon residential mail delivery or retail services at the Peninsula post office. Furthermore, City Staff has confirmed with USPS authorities that this proposed consolidation does not mean that the Peninsula post office would be closing.

The Los Serenos de Point Vicente Docent Organization and the City of Rancho Palos Verdes present this exciting annual event, celebrating the Pacific gray whale's annual migration from the frigid waters of the Arctic seas to the warm lagoons of Baja California.

This event features children's music, games and crafts, face painting, Kids Fun Zone, tours of the Interpretive Center’s museum and the Point Vicente Lighthouse, South Bay Wildlife Rehab and their rescued birds, marine-themed organization booths, local artists and craft vendors, live entertainment, food vendors, cliff-side whale watching and more!

A variety of live entertainment is scheduled throughout the event, including light jazz by Mark Fitchett on guitar, Sea Chanties sung by Claire, music by the San Pedro High School marching band, a musical performance by the Palos Verdes Strings, a dance demonstration by Beach City Cloggers, a dance performance by Dance 4 Oceans, and surf and oldies music performed by the band The Guitars. Highlights of this year’s event includes a 10:00 am ceremony celebrating the City’s partnership with the Bureau of Land Management, promoting their new Discover the Coast program, and recognizing the City’s role as a gateway community for the California Coastal National Monument. This ceremony will be followed at 11:30 am by a ribbon cutting to thank the Rotary Club of PV Peninsula for their generous donation of the viewing binoculars, newly mounted on the back patio.

Subject: Filming Activity at Point Vicente Park/Civic Center on April 1st and 2nd

Visitors and nearby residents should be aware that there is filming activity scheduled at Point Vicente Park/Civic Center at 30940 Hawthorne Boulevard on Tuesday, April 1st between 7:00 AM and 7:00 PM, and on Wednesday, April 2nd between 5:00 AM and 11:00 PM. The overflow parking lot will be used as a base camp and cast/crew parking area for a TV show. The use of the park for filming activity will not interfere with access to Rancho Palos Verdes City Hall, Rancho Caninos Dog Park, Peninsula Seniors or Palos Verdes on the Net during their regular hours of operation. Since filming activity will be occuring before 7:00 AM and after 7:00 PM on Wednesday, April 2nd, five (5) nearby neighbors on Via La Cresta who overlook the overflow parking lot have been notified of this film activity.

The base camp is related to a larger, TV show production that will be shooting at a private residence on Palos Verdes Drive West near Marguerite Drive on Wednesday, April 2nd. Motorists, bicyclists and nearby neighbors are likely to observe filming activity at this residence until 11:00 PM that evening. There will be no production parking permitted on Palos Verdes Drive West or Marguerite Drive, nor will filming activity be permitted to interfere with access to the California Coastal Trail. However, there will be intermittent traffic control on Palos Verdes Drive West near Marguerite Drive, provided by the Los Angeles County Sheriff's Department, to allow production vehicles and equipment to enter and exit the filming location. Motorists and bicyclists should be prepared for brief delays.

Hop on over to Ladera Linda Community Center for a morning of fun and festivities with the BIG BUNNY!

This annual event is scheduled for Saturday, April 19th from 10:00 am to 11:00 am, and children ages one to eight years old are invited to participate, accompanied by a parent. Light refreshments will be provided. Bring a basket for your child, and a camera to catch those priceless photos.

Subject: EDCOs BRUSH CLEARING EVENT

EDCOs Spring brush clearing event begins soon. The event starts on April 5th for five Saturdays, each week concentrating on a different area in RPV depending on that areas regular trash/recycling collection day. The goal of the event is to assist homeowners dispose, free of charge, excess brush, shrubs, hedges, tree branches, and bushes in order to comply with the Fire Marshal rules. This event is especially helpful for large or canyon properties, and homes with trees in need of trimming.

If you are on the Monday trash collection route, your brush collection is on April 5th. Tuesday routes will have brush collected on April 12th, Wednesday routes on April 26th, Thursday routes on May 3rd and Friday routes will have their brush collected on May 10th. Please plan ahead.

Visitors and nearby residents should be aware that there is filming activity scheduled at 2 City parks this week. On Wednesday, March 26th between 4:00 PM and 7:00 PM, there will be a still photo shoot for Skechers at the Point Vicente Interpretive Center. On Thursday, March 27th between 7:00 AM and 7:00 PM, there will be a still photo shoot for Target at Founders Park.

For both of these photo shoots, production vehicles and equipment will be prohibited from using general public parking areas. With the exception of brief closures of no more than 10 minutes to control background action, all public trails in both parks will remain open during these photo shoots. A member of the City's Recreation & Parks Staff will also be on set at all times during filming activities in the City’s parks.

The still photo shoot is scheduled to occur along the shoulder of the roadway at the top of the "switchbacks," just south of the intersections with Ganado Drive and Vista del Mar. The shoot will involve a crew of 5 people and one picture car. The City's Public Works Department has issued an encroachment permit for this activity. Los Angeles County Sheriff's deputies will be providing traffic control as needed, which may result in minor delays.

The driving shot is related to a larger, feature film production that will be shooting at a private residence in the Portuguese Bend Club community all this week. Dear Metro Partner:

Metro is leading an era of historic change in Los Angeles County transportation. We are buying hundreds of new buses, building new facilities, opening new lines and offering new rider tools. While voter-approved Measure R funds much of this change, it does not cover enough of Metro operations. To sustain a transit system that reliably serves the public, Metro must change fares so that they are financially viable, and fair to customers and Los Angeles County taxpayers. Metro fares have increased three times over the past 19 years and are among the lowest in the world. If changes are not made, Metro faces a $36 million deficit in two years, projected to grow to $225 million in ten years.

Metro’s approach to changing fares also makes the system more user friendly by including free transfers for 90 minutes. The Metro Board will consider two proposals. One creates a different fare for peak and off-peak travel. Both call for incremental increases to fares over the next six years. Subject: Point Vicente Interpretive Center Building Closed Sunday, March 2, 2014

The Point Vicente Interpretive Center building will be closed on Sunday, March 2, 2014 due to a water line break in Palos Verdes Drive West, which will require the water to be shut off to the facility for the day while the repairs are being made.

Although the building will be closed, portable restrooms will be available for the public's use. The park grounds will be open during normal park hours of one hour before sunrise and one hour after sunset. The parking lot will be open during normal facility hours of 10:00 am to 5:00 pm.

Subject: COUNTY ASKS ALL RESIDENTS TO SHUT SPRINKLER SYSTEMS COMPLETELY OFF UNTIL NEXT WEEK

With heavy rain in the forecast for this weekend, Los Angeles County leaders are asking residents and businesses to shut all irrigation systems off. Two storms expected later this week are anticipated to dump up to several inches of rain, more than enough water for lawns and gardens until at least the middle of next week. On January 17, 2014, Governor Jerry Brown declared a drought emergency for California, with the state suffering its driest year on record.

“We all need to do our part to help conserve water, so the very best and most effective thing any one of us can do to take immediate advantage of the coming rain is to simply shut our sprinkler systems off,” said Supervisor Don Knabe, Chairman of the Los Angeles County Board of Supervisors. “Your yard won’t need to be watered until later next week, at the very least.”

EDCO and the City of RPV are sponsoring a free document/paper shredding event on Saturday, April 26, 2014 from 9 a.m. to noon at the RPV Civic Center (City Hall) Parking lot located at 30940 Hawthorne Boulevard. RPV residents can safely dispose of personal documents since the documents will be shredded by a certified shredding company on-site. Electronics waste will also be collected at the same time and place. Additionally, free mulch will also be available to residents (while supplies last).

2. EDCO's SPRING 2014 CITY-WIDE BRUSH CLEARING EVENT

EDCO's spring brush clearing event is coming up soon. The goal of the event is to assist homeowners with(free)disposal of excess brush, shrubs, hedges, tree branches, and bushes in order to comply with the Fire Marshal rules. The event starts on April 5th for five Saturdays, each week concentrating on a different area in RPV, depending on that area's regular collection day.

3. HOUSEHOLD HAZARDOUS WASTE (HHW) & ELECTRONICS/COMPUTER (E- WASTE) ROUNDUP

On Wednesday, February 12th, the RPV Recreation and Parks Department partners with the PV Library District Young Readers Department to bring the community a FREE, fun and educational program for tots.

Little Critter Afternoon Tales is a one-hour indoor program held the second Wednesday of each month from 1:00 pm to 2:00 pm at Hesse Park. Library staff read stories and lead parents and children in singing, followed by a simple craft.

This program, designed for parents and children to attend together, is geared to children ages 2 to 5, but children of all ages are welcome. No registration is necessary. Hesse Park is located at 29301 Hawthorne Blvd., in Rancho Palos Verdes.

Subject: RPV Completes Innovative Employee Compensation Review

The Rancho Palos Verdes City Council is pleased to announce the results of an independent review of employee compensation.

Last year, the 2013 Council Compensation Subcommittee, made up of then Mayor Susan Brooks and Mayor Pro Tem Jerry Duhovic, on behalf of the City Council, requested the City's independent financial auditor, Vavrinek, Trine, Day & Co., LLP, conduct additional Agreed Upon Procedures related to the City Manager’s salary and benefits for calendar year 2012. The purpose of the additional procedures established between the Compensation Subcommittee and the auditor was to determine the City's compliance with its policies and procedures for employee compensation and benefits, beginning with the City Manager. The results, which were reported to the City Council on October 1, 2013, verified that the City was in compliance and there were no exceptions noted.

In light of these results, and to provide greater transparency for the public regarding the compensation and benefits received by City employees, the City Council directed the independent auditor to test the City Manager’s salary and benefits for calendar year 2009, as well as to test a sample of 20 employees (all senior managers and approximately 10% of non-management employees). Furthermore, the City Council directed City Staff to prepare an Employee Compensation and Benefits Analysis for all full-time and part-time employees for calendar year 2013.

On January 31, 2014, the independent auditor reported to the Council Subcommittee that the work was completed and the results were clean, with “no exceptions noted.” In addition, the Subcommittee was provided with the results of the Employee Compensation and Benefits Analysis prepared by the Finance and Information Technology Department Staff. The schedule includes every full-time and part-time employee, by job title, who worked for the City in 2013, and lists all actual wages, including salary, overtime pay, and bonuses. It also includes City contributions to benefits, such as health insurance and pension costs, for each employee. In addition, the analysis includes an accounting of all leave time, including vacation, sick and holiday leave earned during 2013.

The public is invited to attend an public workshop regarding the City Infrastructure on Monday, February 10, 2014 beginning at 6:30 p.m. at the Point Vicente Interpretive Center.

Topics of discussion include the recently completed Infrastructure Report Card, financing options for the San Ramon Canyon Project, and the concept of a Comprehensive Infrastructure Management Plan.

The condition and maintenance of our streets, storm drains, sewers, parks, trails, public buildings and the landslide area have a huge impact on the City's delivery of services to our residents, business and visitors, and our community's overall quality of life. It is the City's hope that our residents will find the workshop informative and provide the City with feedback and comments.

The workshop will be videotaped for later broadcast on Cox Channels 33 and 35, and Verizon Channel 38, and will also be available on the City's website.

The Los Angeles County Sheriffs Department has recently been advised that citizens have received suspicious phone calls with the caller representing themselves as LASD personnel and asking for personal information in order to clear up warrants.

Please be advised the Sheriffs Department does not solicit warrant information by phone.

If you receive any suspicious calls DO NOT give out any personal information, such as address, social security number, bank account numbers, etc.

Furthermore, citizens receiving emails asking for personal information and money are encouraged to contact the Internet Crime Complaint Center at www.ic3.gov, a website jointly sponsored by the Federal Bureau of Investigation (FBI) and the National White Collar Crime Center, which offers internet crime prevention tips and an opportunity to file a complaint if you feel you are a victim of internet crime.

The Lomita Sheriff's Station has confirmed that the 17 year old girl who went missing last evening has been found safe and unharmed.

On Saturday, January 18th, at approximately 6:00 pm, Sheriff Deputies took a report of a critical missing juvenile in Rancho Palos Verdes. Attempts to locate her throughout the night were unsuccessful. However, on Sunday January 19th, at approximately 8:00 am the missing girl was located and is now safe at home with her family. We wish to thank the community for all of your support to the family and assistance in the attempts to locate the missing person.

FREE HOLIDAY EXCESS TRASH COLLECTION: You may have excess trash and/or recycling due to the holidays. This is a reminder that every year from December 26 through January 17, EDCO and Universal Waste Systems (UWS) offer residential customers extra holiday trash collection as part of their regular weekly collection. Next week is the last week of this free holiday related service.

Therefore, in addition to your regular gray trash cart, please place any extra trash you may have in your additional standard-size waste cans (during this special timeframe only), or in trash bags (during this special timeframe only). Extra trash should then be set out next to your gray trash cart(s) on your regular collection day. Extra cardboard may be flattened and placed next to the blue recycling cart.

BULKY ITEM & ELECTRONICS WASTE COLLECTION: Additionally, EDCO and UWS offer customers free (limited) collection of bulky and electronics items such as sofas, TVs, computers, mattresses, desks, etc. Call your hauler first (EDCO 310-540-2977 or UWS 800-631-7016) to arrange and schedule a special collection. However, if your item is in good shape and could be re-used, please first contact a charitable organization.

Subject: Filming Activity on PV Dr. S. and PV Dr. W. on January 8th

The City has issued a film permit for a TV commercial that will be shooting on Wednesday, January 8th. The shoot involves driving shots on Palos Verdes Dr. S. and Palos Verdes Dr. W. from Seacove Dr. to Hawthorne Blvd. between 2:00 PM and 6:00 PM. The production will be staging in the parking lot at Pelican Cove (i.e., the former fishing access near the Terranea Resort) beginning at 1:00 PM. The LA County Sheriff will provide traffic control as needed, and City Recreation and Parks Staff will monitor the base camp/staging area at Pelican Cove. The Public Works Department has also issued an encroachment permit for the shoot. Motorists and bicyclists should anticipate the possibility of minor delays during filming activity tomorrow afternoon.

Subject: 2013 Palos Verdes Half-Marathon, 5K and Exp on Saturday, November 16, 2013

This Saturday, November 16th, the Kiwanis Club of Rolling Hills Estates will be holding the 2013 Palos Verdes Half-Marathon, 5K and Exposition event at the Terranea Resort and within portions of the City’s streets. Preparation for the event will begin at 2:00 pm on Friday, November 15th in the Pelican Cove parking lot.

On Saturday, the event is scheduled to take place between 5:00 AM and 1:00 PM, with on-site registration tables opening at 5:30 AM, the Half-Marathon starting at 7:00 AM, and the 5K starting at 7:30 AM. At 5:30 AM, 2-way vehicle traffic will be limited to the landward side of Palos Verdes Drive South and Palos Verdes Drive West, with all traffic managed by Sherriff’s deputies. Residents on the seaward side of Palos Verdes Drive South and West will have restricted access in and out of neighborhoods until around 8:00 AM and traffic delays may occur . All City roadways are scheduled to be completely reopened to traffic by 10:00 AM on the day of the race.

City Staff from the Community Development Department, Department of Public Works, and City Manager’s office worked closely with the event organizers to arrange this year’s event, and City Staff will be on-site during the duration of the event on Saturday.

Join us for Breakfast with Santa on December 14th!

HO! HO! HO! The City of Rancho Palos Verdes Recreation and Parks Department is now accepting registrations for its Annual "Breakfast With Santa", to be held at Hesse Park on Saturday, December 14th, from 9:00 a.m. - 10:30 a.m. Children and adults will enjoy a delicious breakfast, sing holiday carols, make festive crafts and enjoy performances by Circosthesia and the Palos Verdes Strings. The highlight of the event is a chance to meet Santa, who will arrive aboard a fire engine! There will be numerous chances for photos with Santa, so adults are encouraged to bring their camera to capture those special moments.

The cost for this special holiday event, which includes breakfast and craft supplies, is $15 per person. Children ages 1 and younger are free with a paying adult. Pre-registration is encouraged, as this event sells out every year! All proceeds will benefit the City's REACH program which serves the social and recreational needs of adults with developmental disabilities.
