Subject: RPV's HOLIDAY TRASH SCHEDULE

Residential Customers-

December 2014: There will be no collection on Thursday, December 25th, Christmas Day. Thursday and Friday collections will be delayed by one day. Monday, Tuesday and Wednesday collections will remain unchanged. Place your Christmas tree and wreaths at the curb. They will get recycled.

January 2015: There will be no collection on Thursday, January 1st, New Year’s Day. Thursday and Friday collections will be delayed by one day. Monday, Tuesday and Wednesday collections will remain unchanged.

There will be Free Extra Holiday Trash Collection from December 26th to January 16th. For this period you may place your extra trash in additional waste cans, and/or in trash bags. There is a year-round free electronics waste collection at curbside. However, you have to call your hauler first. EDCO Customer Service #: (310) 540-2977 (website: www.rpvrecycles.com) and Universal Waste Systems (UWS) Customer Service #: (800) 631-7016.

Avoid a missed pick up. Please make sure all containers are left at the curb by 7 a.m. on collection day. ** Help keep your street beautiful! Empty containers must be removed after collection. Empty carts should not be left on the street overnight! **

Subject: RPV VOLUNTEER DAY 12/13/14 POSTPONED

After visiting Abalone Cove early this afternoon, we have decided to postpone Volunteer Day because the ground is very soft and muddy-and we don’t want to damage the trails.

Our next scheduled Volunteer Day will be January 10th. 9AM – Noon at Abalone Cove. More information will follow! Thank you!

Subject: High Surf & Wind Advisories Issued for Storm Arriving Later Today

The National Weather Service (NWS) has issued a High Surf Advisory through 3:00 PM on Saturday, December 13th, and a Wind Advisory from 10:00 PM this evening until 8:00 AM on December 12th.

Subject: Sand Bags Available for RPV Residents

There is rain forecasted for this evening (Thursday) through Friday of approximately 1” to 1.5”. RPV’s Public Works maintenance personnel have filled and staged sand bag stations for community use at two locations in case residents need flood protection.

One sand bag station is at RPV Civic Center (City Hall), 30940 Hawthorne Boulevard and sandbags are near the Rancho Caninos Dog Park/adjacent to the tennis court.

The other sand bag station is at Ladera Linda Community Center, 32201 Forrestal Drive. There is a limit of 10 sand bags per household. These sites are self-serve.

Please notify Public Works at 310-544-5252 if you notice that supplies are running low and that there are not enough sand bags at the site.

Subject: Join us this Wednesday, December 10th for Little Critter Afternoon Tales!

Come to Hesse Park this Wednesday, December 10th from 1:00 p.m. to 2:00 p.m. for Little Critter Afternoon Tales! This hour of story time fun includes songs, stories and a simple craft in a relaxed indoor park setting.

This monthly enrichment program is held the second Wednesday of every month, courtesy of the RPV Recreation and Parks Department and the PVLD Young Readers Department. Although this free program is geared to children 2 to 5 years old, children of all ages are welcome. It is designed for parents and children to attend together and no registration is necessary.

Subject: Residential No-Burn Alert Issued for December 8th

The South Coast Air Quality Management District (SCAQMD) has issued a residential no-burn alert effective Monday, December 8, 2014, for all those living in the South Coast Air Basin, which includes the greater Los Angeles area, Orange County and the Inland Empire. SCAQMD reminds residents in these areas that burning wood in their fireplaces is prohibited from midnight tonight through midnight on Monday night. No-burn alerts are mandatory in order to protect public health due to a high concentration of fine particle air pollution forecast for the area. The no-burn prohibition also applies to manufactured fire logs, such as those made from wax or paper.

Subject: Sandbags Available

A limited supply of sandbags are available for RPV residents. The bags are pre-filled and ready to be loaded (self serve) now at the Civic Center, adjacent to the Rancho Caninos Dog Park. Another supply point is being set up at Ladera Linda parking lot and should be ready by late morning. Sandbags available while supplies last.

Subject: Southbound Hawthorne Blvd. Closed between Palos Verdes Dr. W. and the City Hall Entry Driveway

A traffic collision on southbound Hawthorne Boulevard has blocked the road between the entry to City Hall and Palos Verdes Drive West. Southbound motorists are being turned around at the City Hall driveway. Expect delays and avoid the area if possible.

The National Weather Service has issued a Fire Weather Watch for coastal areas of Los Angeles County from 4:00 AM on Tuesday, November 25th through 6:00 PM on Wednesday, November 26th. Please be extra cautious in the open space and canyon areas of the City over the next few days.

Subject: City of Rancho Palos Verdes Joins Nextdoor

Staff is pleased to announce that the City of Rancho Palos Verdes has begun utilizing Nextdoor to help make our neighborhoods stronger, safer and more connected. Nextdoor is a private social media website that allows neighbors to connect with one another. The Los Angeles County Sheriff's Department already uses Nextdoor to share public safety information with Palos Verdes Peninsula residents. The City of Rancho Palos Verdes plans to share important news and emergency notifications that are relevant to our residents and their neighborhoods.

One of the unique features of Nextdoor is the ability to target messages to specific geographic areas of the City, which may prove useful during special events or emergencies. Currently, there are over a thousand Rancho Palos Verdes households that are members of Nextdoor.

Residents should be assured that the Nextdoor website remains private. City Staff will not be able to see any of the content of individual neighborhood websites, except for direct replies to City posts by individual Nextdoor members. To join Nextdoor, simply visit their website.

Subject: Coast Guard Helicopter Training at Point Vicente Lighthouse on Thursday, November 20th

The Coast Guard has notified the City that it will be conducting a helicopter training exercise at the Point Vicente Lighthouse on Thursday, November 20, 2014, from 9:15 AM to 1:00 PM. Residents and visitors should not be alarmed by this activity. The City has shared this notice with the Point Vicente Interpretive Center, the management of the Terranea Resort and the Lomita Sheriff's Station.

The National Weather Service has issued a High Surf Advisory from 1:00 PM on Wednesday, November 19th through 7:00 AM on Thursday, November 20th. High surf will primarily affect west-facing beaches, but all beachgoers in Los Angeles County are advised to exercise caution during this period.

Subject: Upcoming 2014 PV Half Marathon

On Saturday, November 15th, between 5:00 AM and 2:00 PM, the 2014 Palos Verdes Half Marathon, 10K and 5K race and Expo event will be held at the Pelican Cove parking lot, adjacent to the Terranea Resort. Preparation for the event will begin at noon on Friday, November 14th, with the closure of the Pelican Cove parking lot.

The Start/Finish and Expo area will be held within the entire Pelican Cove Parking Lot, which will close at noon on Friday, November 14, 2014 and will re-open to the public no later than 3:00 PM on Saturday, November 15, 2014. Additionally, the public parking lot adjacent to Calle Entradero (in Oceanfront Estates) will also be closed to vehicular access between the hours of 5:00AM and 11:00 AM on race day.

The race course is primarily along the seaward side of Palos Verdes Drive South up to Narcissa Drive and Palos Verdes Drive West into the City of Palos Verdes Estates. Traffic will be affected between 5:00 AM and 2:00 PM on race day. Starting at 5:00 AM on Saturday, 2-way vehicle traffic will be limited to the landward side of Palos Verdes Drive South and Palos Verdes Drive West. Residents on the seaward side of Palos Verdes Drive South and West will have restricted access in and out of neighborhoods and traffic delays may occur.

All traffic will be managed by Sherriff’s deputies, who will be on hand to provide traffic control during the event. The public is advised to plan early, as there will be delays. All City roadways are scheduled to be completely reopened to traffic by 11:00 AM on the day of the race.

City personnel will also be on hand during the event. Should issues arise during the event, please call 310-281-0773.

At approximately 11:00 am, the Lomita Sheriff's Station closed all north bound lanes of Crenshaw Boulevard between Silver Spur Road and Palos Verdes Drive North due to a single car accident. Motorists are advised to avoid the area and seek alternative routes until the roadway can be reopened. South bound lanes are still open, but traffic is slow in that direction.

The following message was forwarded from the Lomita Sheriff's Station and is an update to the message previously sent out on October 16th:

On October 15, 2014, Edgar Carranza, a resident of Los Angeles was arrested for possessing stolen property. Edgar Carranza, who is on probation for burglary out of Orange County is also suspected of committing residential and vehicle burglaries throughout the South Bay, including the cities of Palos Verdes Estates and Rancho Palos Verdes. Lomita Station detectives conducted a search of Carranza’s home and recovered a plethora of stolen property, including a variety of Breitling, Tag Heur, Rolex, Movado, Michael Kors, Peugeot, Deco and Raymond Weil watches, an Apple Macbook Air, Apple Imac computer, gold and silver jewelry, individually wrapped collector’s coins, a set of sterling silverware dinnerware, gold foreign coins and a Nikon camera. Lomita Station detectives will be displaying the recovered items Thursday, October 23, 2014, between 9:00 am to 12:00 noon. Victims are asked to bring police reports, serial numbers or other proofs of ownership in order to claim their property.

The City and EDCO’s paper/document shredding event is this Saturday, October 18th from 8 am to 11 am (new earlier time!) at RPV’s Civic Center (City Hall) parking lot area.

Certified shredding trucks will be on site during this time to confidentially shred your material on-site. Limit of three boxes per household. No need to remove staples or paper clips.

Electronics waste will also be collected at the same time and place. Free mulch (self-serve, self-load, and self-haul) will be available to residents. Event for RPV residents only. Subject: RPVs FREE DOCUMENT SHREDDING EVENT

Only one week left!

EDCO and the City of Rancho Palos Verdes are sponsoring a free shredding event on Saturday, October 18, 2014 from 8 a.m. to 11 a.m. (a new earlier time) at the RPV Civic Center (City Hall Parking lot) located at 30940 Hawthorne Boulevard. This free event is the perfect opportunity for Rancho Palos Verdes residents to safely dispose of personal documents.

During this event, certified document shredding trucks will be on-site to shred your documents on-site.

Acceptable items include: payroll stubs, credit card and bank statements, credit applications, background checks, tax documents, legal documents, mortgage and escrow documents, or any type of confidential information.

You do not need to remove paper clips, staples, or bindings from your documents. However, if your items are in a 3-ring binder, please remove them from the binder.

There is a limit of three bankers boxes (10 inch x 12 inch x 15 inch) per household. Paper in bags will also be accepted. This event is for residential customers of EDCO and UWS only. Proof of residency in RPV will be required (CDL or utility bill, etc).

During the same time, day, and location, EDCO will also collect obsolete or unwanted electronics (TVs, computers, monitors, cellular phones, fax machines, printers, etc) from residents. However, absolutely no hazardous waste material (no paint).

Furthermore, free mulch will be available at that time for self-load/self-haul/self-serve (while supplies last). Bring your trash cans (up to 3) and a shovel. If you have an open truck or trailer, please bring a tarp to cover your material.

Should residents have any questions, they are asked to call EDCO at (310) 540-2977 or check EDCOs website at: www.rpvrecycles.com.

Subject: EDCOs CITY-WIDE BRUSH CLEARING EVENT

The City's Fall season brush clearing event is underway. The goal of the event is to assist homeowners with disposal (free of charge) of excess brush, shrubs, hedges, tree branches, and bushes in order to comply with the Fire Marshal rules. This event is especially helpful for large and/or canyon properties, and homes with trees in need of trimming.

The green waste can be in tied bundles, in EDCO carts, and/or in other personal cans. Greens placed in plastic bags will be accepted, however discouraged due to possible contamination issues. EDCO will recycle the collected green waste.

This free event is in addition to the regularly scheduled weekly green waste collection. The event started on October 4th and continues for consecutive Saturdays, each week concentrating on a different area in RPV depending on that area's regular collection day.

Tuesday routes will have brush pickup on Saturday, October 11th; Wednesday routes will have pickup on Saturday, October 18th; Thursday routes on Saturday, October 25th; and Friday routes on Saturday, November 1st. This event is open for the residential customers of EDCO and UWS only, so please bring proof of RPV residency. Maximum 3 bankers size boxes (approx. size of 10x12x15)or paper bags per household. No need to remove any staples or paper clips. However, remove your papers from any metal 3-ring binders.

EDCO will collect electronics waste (computers, TVs, printers, etc.) at the same time and place. Free mulch (self-serve, self-load and self-haul) will be available for residents. Bring your own shovel and cans for the mulch. Maximum of three cans per vehicle.

There will be a special event day traffic control plan. Please obey all traffic signs and drive carefully.

There have been numerous media reports today (October 8th) regarding a potential Ebola patient brought to Centinela Hospital in Inglewood last night. To allay concerns, Centinela Hospital has issued an official statement, which you may review on the City's Facebook page.

The hospital's statement assures the public that it is "taking all steps to ensure our patients, their families, staff, and the community are protected [and that the] hospital is fully open to seeing patients."

Subject: Parents! Join us tomorrow for Little Critter AfternoonTales!

Come to Hesse Park this Wednesday, October 8th from 1:00 p.m. to 2:00 p.m. for Little Critter Afternoon Tales! This hour of story time fun includes songs, stories and a simple craft in a relaxed indoor park setting.

This free monthly enrichment program is held the second Wednesday of every month, courtesy of the RPV Recreation and Parks Department and the PVLD Young Readers Department. Although this program is geared to children 2 to 5 years old, children of all ages are welcome. It is designed for parents and children to attend together and no registration is necessary.

Subject: Beach Hazards Statement for High Surf and Strong Rip Currents until 8:00 PM on Sun., Oct. 5th

The U.S. National Weather Service has issued a Beach Hazards Statement until 8:00 PM on Sunday, October 5th for elevated surf and strong rip currents affecting south- and southwest-facing beaches in Los Angeles County. Please be extra cautious if visiting the City's beaches to cool off this weekend, and follow the instructions of all public safety personnel and City Recreation & Parks Staff.

Subject: Filming Activity at Abalone Cove Shoreline Park on October 2nd

Visitors and nearby residents should be aware that there is filming activity scheduled at Abalone Cove Shoreline Park at 5970 Palos Verdes Drive South on Thursday, October 2nd between 9:00 AM and 6:00 PM. Filming for a web video will occur on the Olmstead Trail and Portuguese Point Loop Trail on top of Portuguese Point, and production parking for 5 cast/crew vehicles will be provided on top of the point. However, public access to the point and the trails will be provided during the shoot, and a member of the City's Recreation & Parks Staff will be on the set during filming activities. A map of the filming locations is available on the City's Facebook page.

With the completion of the Abalone Cove Shoreline Park Improvement Project, this production ends the City's hiatus in filming activity at Abalone Cove. For questions about filming in the City of Rancho Palos Verdes, please contact the City's Film Permit Desk at (310) 544-5226 or film@rpv.com.

Subject: High Risk of Fire Danger and Heat-Related Illness Later this Week

The U.S. National Weather Service is forecasting a hot, dry and windy offshore weather pattern expected for late this week and through the weekend, with the potential for large fire growth and rapid fire spread. Record heat could bring a potential for heat-related illness or stress.

Be extra cautious in the open space and canyon areas of the Palos Verdes Peninsula this week. Stay cool, limit outdoor activity and check on neighbors who may suffer in high heat.

Beginning today, Tuesday, September 30th, the main parking lot entrance for Abalone Cove Shoreline Park will re-open to the public. The temporary parking area (the former Annie's Stand) used during the improvement projects will be closed, effective today.

Subject: Dog and Cat Owners! Low-Cost Pet Vaccination and Microchip Clinic on Sunday, October 12th at Hesse Park

A low-cost pet vaccination and microchip clinic will be held Sunday, October 12th in the upper picnic area at Hesse Park, located at 29301 Hawthorne Boulevard in Rancho Palos Verdes. Cat owners should come between Noon and 12:30 pm if possible and dog owners from 12:30 pm to 2:00 pm.

Pet owners must be at least 18 years of age to participate. All pets must be on leashes or in carriers, and only healthy & non-pregnant animals will be vaccinated. Also, please bring the license tag, license renewal notice or prior rabies certificate to receive a three-year rabies vaccine for your dog; otherwise the rabies vaccine will be good for only one year. Please bring vaccine records if possible. Microchip services will also be available.

The Society for California Veterinary Vaccine Care (www.scvvc.webs.com) will administer the vaccinations and provide microchip services for cats and dogs. Please bring CASH ONLY for all veterinary services.

LOCAL COASTAL SPECIFIC PLAN AMENDMENT - OCTOBER 14, 2014 PLANNING COMMISSION MEETING

The Planning Commission of the City of Rancho Palos Verdes will conduct a public hearing on Tuesday, October 14, 2014, at 7:00 p.m. at Hesse Park Community Building, 29301 Hawthorne Boulevard, Rancho Palos Verdes to consider Planning Case No. ZON2014-00329 (Local Coastal Plan Amendment & Environmental Assessment) a City initiated amendment to the City's Local Coastal Specific Plan (LCP) to add the following text to the end of the current Visual Corridor section (page C-12 or the LCP) of the Corridors Element:

Flag Poles

Flag poles in the Coastal Zone are permitted up to 12-feet in height, as measured from adjacent grade, with no discretionary review, or up to 16-feet in height, as measured from adjacent grade, with a Site Plan Review application to ensure there is no significant view impairment caused by the flag pole above 12-feet in height. Flag poles in the Coastal Zone may exceed 16-feet in height, up to a maximum height of 70-feet, as measured from adjacent grade provided the following parameters are met:

• One flag pole over 16-feet per property. The flagpole shall be consistent with the height restrictions identified in the visual corridors of the Coastal Specific Plan;

• The flagpole must be located on property owned or dedicated to the City that allows for public access to the flagpole;

• The flagpole must be located in an area where there is no significant impairment of a view from a major arterial street in the City or from a single family residence in the City.

• The property underlying and surrounding the flag pole must be a minimum of 120-acres in total area and must provide a minimum of 20 free public parking spaces, public restrooms, drinking fountain, and public bench seating; and

• An approved Variance Permit (to exceed the 16-foot height limit) must be obtained from the City.
