1. Waiver of full reading of resolutions and ordinances.
Action Taken: Adopted a motion to waive reading in full of all ordinances and resolutions presented at this meeting with consent of the waiver of reading deemed to be given by all COUNCILMEMBERS after the reading of the title.
2. Establishment of a parking permit program on La Rotonda. (Allison)
Recommendation: (1) Authorize staff to work with the Ocean Terraces Homeowner Association to establish a permit parking program on La Rotonda Drive.
Action Taken: Adopted staff recommendation
3. City Council policy regarding encroachments in the public right-of-way, and proposed incorporation of the policy into the City Council Policy Manual. (Snow)
Recommendation: Adopt City Council Policy No. 31 regarding encroachments in the public right-of-way and direct staff to place the policy in the City Council Policy Manual.
Action Taken: Removed from agenda; will be scheduled for January 21, 1997
meeting.
4. ORDINANCE NO. 319 OF THE CITY OF RANCHO PALOS VERDES ADOPTING AMENDMENTS TO SECTION 17.02.040 (PROPOSITION "M") OF THE RANCHO PALOS VERDES MUNICIPAL CODE. (Rojas)
Recommendation: Adopt Ordinance No. 319. (This ordinance was introduced at the December 17, 1996 meeting.)
Action Taken: Adopted Ordinance No. 319.
5. Register of Demands. (McLean)
Recommendation: Adopt Resol. No. 97-
Action Taken: Adopted Resolution No. 97-01 allowing certain claims and demands and specifying funds from which the same are be paid.

PUBLIC HEARING:
6. Equestrian Overlay District - Grandfathering. (Continued from December 17, 1996.) (Rojas)
Recommendation: Review and discuss any outstanding issues regarding the proposed draft nonconformity language of draft Chapter 17.46 (Equestrian Overlay District).
Action Taken: (1) Formed ad hoc committee (Lyon/Hollingsworth) to work on the issue of grandfathering. (2) Continued discussion of grandfathering and Special Animal Permit to February 4, 1997.
REGULAR BUSINESS:
7. Portuguese Bend Club Sewage Collection System. (Evans)
Recommendation: Authorize the Mayor to work with the County Sanitation Districts of Los Angeles County to provide a sewage pump station and force main to serve the Portuguese Bend Club property at 4100 Palos Verdes Drive South.
Action Taken: Adopted staff recommendation.
8. Professional Service Agreement to Prepare a City-Wide Master Plan of Drainage. (Schlesinger)
Recommendation: (1) Award a professional Services Agreement to AKM Consulting Engineers for the preparation of a City-Wide Master Plan of Drainage for an amount not to exceed $99,018.00
Action Taken: Adopted staff recommendation.
9. Approval of non-exclusive Attachment Permit Agreement with Metricom, Inc. (Mattingly)
Recommendation: Approve the Attachment Permit Agreement to allow Metricom, Inc. to install wireless data service in the City.
Action Taken: Adopted staff recommendation.
10. Impact of Proposition 218 on Landscaping and Lighting District. (Allison)
Recommendation: (1) Authorize staff to modify the current Landscaping and Lighting District by deleting Park and Trails facilities in accordance with the provisions of Proposition 218. (2) Authorize staff to begin the annual review proceedings for the modified District.
Action Take: (1) Determine cost of forming new district for Clovercliff and Vanderlip parks versus income derived from such district. (2) Adopted staff recommendation.
11. Landscaping & Lighting District - Professional Services Agreement. (Allison)
Recommendation: (1) Award a professional services contract to Berryman and Henigar Inc., for the preparation of the Engineer's Report for the Landscaping and Lighting District, for a not to exceed amount of $8,700. (2) Authorize the Mayor and City Clerk to execute a professional services agreement with Berryman and Henigar Inc.
Action Taken: Adopted staff recommendation.
12. Appointment of Councilmembers to Committees and Organizations. (Carryover from December 17, 1996) (Purcell)
Recommendation: Select Council delegates and alternates to the various committees and organizations.
