FROM: DIRECTOR OF PUBLIC WORKS

DATE: SEPTEMBER 3, 2002

SUBJECT: AWARD CONTRACT AND CONSTRUCTION MANAGEMENT SERVICES FOR VALLON DRIVE/HAWTHORNE BLVD TRAFFIC SIGNAL INSTALLATION PROJECT

Staff Coordinator: Nicole Jules, Sr. Engineer

RECOMMENDATIONS

  1. Award a construction contract for the Hawthorne Boulevard/Vallon Drive traffic signal installation project to Steiny and Company, Inc. for an amount not to exceed $103,710, and authorize staff to spend an additional $10,290 for possible extra work for a total authorization of $114,000.
  2. Authorize the Mayor and the City Clerk to execute a contract with Steiny and Company, Inc.
  3. Authorize the expenditure of $6,000 for construction inspection and administrative services.

BACKGROUND

On September 18, 2001, the City Council approved the installation of a new traffic signal at the intersection of Hawthorne Boulevard and Vallon Drive. On April 16, 2002, the City Council authorized staff to proceed with the engineering design of a traditional traffic signal and to advertise for construction bids.

Plans have been prepared and on August 22, 2002 bids were opened.

The project was properly advertised and sealed bids were opened at 10:00 a.m. on Thursday, August 22, 2002. Two bids were received ranging from a low of $103,710 to a high of $126,497.46. Bid results are as follow:

Bidder

Amount

Engineer’s Estimate

$ 119,751.00

Steiny and Company, Inc

103,710.00

Taft Electric

126,497.46

CONCLUSION

Steiny and Company, Inc., as the apparent lowest responsive and responsible bidder, should be awarded the Vallon Drive/Hawthorne Blvd Traffic Signal Project.

FISCAL IMPACT

The recommended action authorizes expenditures up to $120,000 within the Capital Improvements Program budget. The total amount budgeted for this project is $135,000.
