TO: HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 3, 2002 SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENTS FOR CONSTRUCTION OF THE POINT VICENTE INTERPRETIVE CENTER. Staff Coordinator: Nicole Jules, Sr. Engineer RECOMMENDATIONS
BACKGROUND The Army Corps of Engineers is scheduled to mobilize its soil remediation effort in mid September 2002. The soil remediation effort will take approximately two months to complete. Soon thereafter, staff anticipates starting the storm drain construction, which is expected to take approximately two months. The City would like to move forward with the building expansion project as soon as construction activities related to the soil remediation are completed. To do this, engineering services are required to revise the original engineering plans to reflect the revised site conditions as well as to reflect the portion of construction items completed with the original project. In addition, a revised cost estimate will be prepared to determine if the project remains in budget. Staff is recommending the professional services of Merit Civil Engineering, Harris and Associates, Ron Yeo Architects, Inc. and Group Delta Consultants to serve as consultants to the City during the plan revision and preparation phase. Merit Civil Engineering Plan revision, update and review ($8,000) Merit Civil Engineering prepared the original storm drain and grading plans for the project. This firm will revise and update the plans to incorporate changes to the project as a result of the remediation activities. Harris and Associates Construction and Bid Review ($5,000) Harris and Associates provided construction management and inspection services for the project. This firm will review the plans and specifications for construction and inspection purposes. Ron Yeo Architects, Inc. Plan Revision, update, review ($10,000) Ron Yeo Achitects, Inc. prepared the original expansion plans for the project. This firm will revise and update the plans to incorporate changes to the building codes and provide plan check review. Group Delta Consultants Geotechnical and Geological consulting services ($5,000) Group Delta will provide geotechnical and geological consulting services during the plan revision process. CONCLUSION In response to the remediation activities commencing shortly, staff recommends retaining the professional services of Merit Civil Engineering, Harris and Associates, Ron Yeo Architects, Inc., Group Delta Consultants and The Source Group, Inc. to revise and update the PVIC Expansion plans for advertising and bidding. FISCAL IMPACT The recommended action authorizes expenditures up to $28,000 within the Capital Improvements Program budget. The total amount budgeted for this project is $170,000.
