SUBJECT: REVISION TO CITY COUNCIL RULES OF PROCEDURE

RECOMMENDATION

Adopt Resolution No. 2002- , approving a revision to Section 5.1 (Order of Business) of the City Council Rules of Procedure.

DISCUSSION

Currently Section 5.1 (Order of Business) sets Council Reports near the end of the agenda, as part of other oral reports that do not regularly appear on the agenda. Councilman Clark has requested that Council revise its Rules of Procedure to move City Council Reports to be just prior to Public Comments. This way, oral City Council reports would be heard at approximately 8:40 PM, rather than at the end of the meeting, which typically occurs between 11:00 PM and 1:00 AM.

If accepted, the Rules would be modified as shown below:

1. Call to Order, Roll Call, Pledge of Allegiance
2. Proclamations, Announcements, Recycling Drawing
3. Approval of Agenda
4. Consent Calendar
5. Public Hearings
6. City Council Reports (after the first recess at approximately 8:40 PM)

RESOLUTION NO. 2002-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING THE CITY COUNCIL OPERATING RULES AND PROCEDURES ADOPTED BY RESOLUTION NO. 2000-01

WHEREAS, on January 18, 2000, the City Council adopted Resolution No. 2000-01 setting forth certain rules of order for conducting Council meetings; and,

WHEREAS, the City Council now desires to modify said rules regarding the order of business to be followed at City Council meetings

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:

Section 1: That Rule 5.1 of the City Council Rules of Procedure is hereby amended and shall read as follows:
