SUBJECT: PROPOSITION 12 WATERSHED, WILDLIFE AND PARKS IMPROVEMENT BOND ACT OF 2000

1. Authorize the Director of Public Works to execute an agreement with the State of California Department of Forestry and Fire Protection for the purchase and installation of trees citywide.
2. Authorize the expenditure of up to $79,360 to purchase and install new trees within the City’s parks and public rights-of-way.
3. Adopt Resolution 2002-______, a resolution of the City Council of the City of Rancho Palos Verdes, amending Resolution 2001-43, the budget appropriation for fiscal year 2002-2003 from the Gas Tax Fund.
On October 16, 2001, the City Council authorized staff to submit a grant application Proposition 12, Watershed, Wildlife and Parks Improvement Bond Act of 2000 program with the California Department of Forestry and Fire Protection. The City received notice that a grant in the amount of $44,935 was approved. The grant requires a contribution of $34,425 from the City. If the City wishes to take advantage of the grant, a budget resolution appropriating the matching funds is required. In addition, to move forward with the project the City Council must authorize the project expenditures.
This staff report recommends the appropriation of $34,425 from the Gas Tax fund for the City match, and authorizes project expenditures of $79,360.
The proposed project consists of the planting of approximately 560 trees in medians, parkways, and parks. The project includes the purchase and development of informational flyers regarding the care of trees to give to residents when a tree is planted in front of their home.
The selected species of trees that are planted will be based on environmental conditions and tolerances, and include those that are long-lived and require little maintenance, and have a low hazard or nuisance potential. Trees planted in this program will be carefully selected and located to minimize impact to views.
Adopting the staff recommendation will result in the planting of approximately 560
15-gallon-sized trees in parks, medians and public rights-or-way.
The recommended actions will authorize the expenditure of an additional $79,360 in street landscape maintenance services, of which $44,935 is from the Proposition 12, Watershed, Wildlife and Parks Improvement Bond Act of 2000 grant and $34,425 from the Gas Tax fund. The FY 02/03 projected ending Gas Tax Fund balance is $91,847.
Do not commit the $34,425 of Gas Tax funds, and delete this project.
RESOLUTION NO. 2002-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, AMENDING RESOLUTION 2002-45, THE BUDGET APPROPRIATION
FOR FISCAL YEAR 2002-03, FOR A BUDGET ADJUSTMENT TO THE CITY’S
GAS TAX FUND – STREET LANDSCAPE MAINTENANCE.
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and
WHEREAS, on June 12, 2002, the City Council of the City of Rancho Palos Verdes adopted Resolution 2002-45, approving a spending plan and authorizing a budget appropriation for the 2002-03 fiscal year; and
WHEREAS, it is necessary for the City to allocate additional funds for street landscape maintenance services (to purchase and install new trees within the City’s street rights-of-way); and
WHEREAS, a budget increase in the Gas Tax Fund is necessary to authorize the expenditure of additional funds for the project.
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
The following adjustment be made to the Gas Tax Fund – Street Landscape Maintenance budget:
Gas Tax Fund #102-302.30 Street Maintenance $79,360.
Gas Tax fund #102-364.10 Grant Income $44,935.
