4. Ordinance No. 383 - Revisions To Chapter 15.20 (Moratorium On Land Use Permits) Of The Municipal Code. (Fox)

Recommendation: ADOPT ORDINANCE NO. 383, ADOPTING REVISIONS TO CHAPTER 15.20 (MORATORIUM ON LAND USE PERMITS) OF THE MUNICIPAL CODE. (This ordinance was introduced at the November 5th meeting.)

5. Ordinance No. 384 Amending Regulations Applicable To The Issuance of Business Permits And The Regulation Of Massage Establishments And Massage Technicians. (Park)

7. Establishment Of Massage Technician Examination Fee And Massage Facility Inspection Fee. (Park)

Recommendation: Adopt Resolution No. 2002 - AUTHORIZING THE ESTABLISHMENT OF FEES TO OFFSET THE CITY’S COSTS TO PROCESS BUSINESS PERMITS FOR ESTABLISHMENTS OFFERING MASSAGE SERVICES AND FOR MASSAGE TECHNICIANS.

8. Appeal of the Planning Commission’s Denial of Planning Case No. ZON2002-00282 [Applicant/Appellant: Makallon RPV Associates llc]. (Fox)

Recommendation: ADOPT RESOLUTION NO. 2002-__, DENYING THE APPEAL WITHOUT PREJUDICE AND UPHOLD THE PLANNING COMMISSION’S DENIAL OF THE REQUESTED CONDITIONAL USE PERMIT REVISION (PLANNING CASE NO. ZON2002-00282).

9. Expansion of the Student and the Law Program at Peninsula High School During FY 02-03. (Continued from November 5th meeting.) (Petru)

Recommendation: ADOPT RESOLUTION NO. 2002 -; AMENDING RESOLUTION 2002-45, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2002-2003; FOR A BUDGET ADJUSTMENT TO THE CITY'S GENERAL FUND TO ADD TWO ADDITIONAL STUDENT AND THE LAW CLASSES DURING THE 2003 SPRING SEMESTER AT PENINSULA HIGH SCHOOL.

10. Vacancy on the Equestrian Committee. (Continued from November 5th meeting.) (Purcell)

Recommendation: Decide whether to conduct a new recruitment to fill the vacancy on this committee; or, leave the position vacant until the next round of recruitments which will start in late 2003.

11. Civic Center Office Modifications Project. (Noble)

Recommendation: (1) Award a contract for the construction of office modifications at the Civic Center to Unique Performance Construction for an amount not to exceed $42,040 and authorize staff to spend an additional $4,200 for possible extra work for a total authorization of $46,240. (2) Authorize the Mayor and City Clerk to execute a contract with Unique Performance Construction. (3) Authorize the expenditure of up to $3,500 for inspection services with Charles Abbott Associates, Inc. (4) ADOPT RESOLUTION 2002___, A RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION 2002-45, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2002-2003, FOR A BUDGET ADJUSTMENT TO THE CITY’S PUBLIC BUILDING MAINTENANCE PROGRAM WITHIN THE GENERAL FUND BUDGET.

12. Policy For Naming Of Public Facilities And Placing Of Monuments And Other Memorials. (Continued from the November 5th meeting.) (Evans)

Recommendation: Adopt a policy for the naming of public facilities and placing of monuments and other memorials on City property.

13. Holiday Closures Of City Hall. (Evans)

Recommendation: Close City Hall for the entire two-week period beginning Monday, December 23, 2002 through Friday, January 3, 2003 and for the period beginning Wednesday, December 24, 2003 through Friday, January 2, 2004.

14. Clarification of privatization of the Ocean Trails Golf Course. (Mayor McTaggart)
