TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: DIRECTOR OF PUBLIC WORKS
DATE: DECEMBER 17, 2002
SUBJECT: ADDITIONAL FUNDING FOR THE STORM WATER PROGRAM
On November 18, 2002, the City received an invoice from the State Water Resources Control Board for an annual fee for waste discharge, and the storm water permit. The State Water Code requires these fees. This is the first time cities have been assessed these fees. The adopted budget does not include any funding for this expense.
Adopting the staff recommendations will provide funding for the City to pay a fee to the State of California that is required by law.
Staff could not identify any alternative actions.
This expense was not anticipated in the adopted FY2002-2003 budget. In addition the adopted budget estimated General fund revenues would exceed General expenses by only $827. Therefore this project will need to be funded from the General fund reserve. The amount of the project General fund reserve available for appropriation (which is the total General fund reserve less the General fund reserve policy level of $6,451,870) is summarized below.
