TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: DECEMBER 17, 2002 SUBJECT: FUNDING FOR TEMPORARY TRAILERS AT THE POINT VICENTE INTERPRETIVE CENTER RECOMMENDATIONS
BACKGROUND At the December 3, 2002 City Council meeting the City Council approved $19,000 of funding for one time and on-going maintenance activities at the Point Vicente Interpretive Center. This was done to allow the site to open up in early 2003 and remain open during the time the building construction is underway. In testimony at the December 3, 2002 meeting, the Los Serenos de Pointe Vicente docents indicated that it would be beneficial if an office trailer could be placed at the site to provide a focal point for docent recruitment, outreach, and dissemination of educational materials for park visitors. DISCUSSION Staff estimates the cost to establish and maintain a trailer at the site to be as follows:
CONCLUSION Adopting the staff recommendations will authorize the expenditure of up to $ 10,000 for the rental of a trailer for use by the Los Serenos de Pointe Vicente Docents for FY 02 – 03 while the building construction at PVIC is underway. ALTERNATIVE ACTIONS Deny the recommended actions and open the site without a trailer. FISCAL IMPACT This expense was not anticipated in the adopted FY2002-2003 budget. In addition the adopted budget estimated General fund revenues would exceed General expenses by only $827. Therefore this project will need to be funded from the General fund reserve. The amount of the project General fund reserve available for appropriation (which is the total General fund reserve less the General fund reserve policy level of $6,451,870) is summarized below.
Respectfully Submitted, Dean Allison Director of Public Works Respectfully Submitted, Ron Rosenfeld Director of Recreation and Parks Reviewed RESOLUTION NO. 2002- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, AMENDING RESOLUTION 2002-45, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2002-03, FOR A BUDGET ADJUSTMENT TO THE CITY’S GENERAL FUND – RECREATION-POINT VICENTE INTERPRETIVE CENTER PROGRAM WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and WHEREAS, on June 12, 2002, the City Council of the City of Rancho Palos Verdes adopted Resolution 2002-45, approving a spending plan and authorizing a budget appropriation for the 2002-03 fiscal year; and WHEREAS, it is necessary for the City to allocate additional funds to install and lease an information trailer at the Point Vicente Interpretive Center; and WHEREAS, a budget increase in the General Fund – Recreation-Point Vicente Interpretive Center Program is necessary to authorize the expenditure of additional funds for vehicle and equipment rental. BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES: The following adjustment be made to the General Fund – Recreation-Point Vicente Interpretive Center Program budget: General Fund 001-560-58 Vehicle and Equipment Rental $10,000 PASSED, APPROVED, AND ADOPTED THE 17th DAY OF December, 2002.
