Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all council members after the reading of the title.
2. Minutes of November 19, 2002 Regular and January 7, 2003 Adjourned Regular Meeting. (Purcell)
Recommendation: Approve the minutes.
3. Claim Against The City By Georgianna Ezzo. (Park)

Recommendation: Reject the claim and direct staff to notify the claimant.
4. Mini Grant for Seat Belt Compliance Campaign. (Petru)
Recommendation: Authorize the City to act as the pass-through agency
for a $13, 226.02 mini-grant awarded to the Lomita Sheriff’s Station by the
State Office of Traffic Safety for the 2002-2003 Seat Belt Compliance Campaign.
5. Register of Demands. (McLean)
Recommendation: ADOPT RESOLUTION NO. 2003-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

6. Review of Large Domestic Animal Nonconformity Statement No. 26 (Sutton, 16 Peppertree Drive and adjacent vacant parcel). (Continued from November 5, 2002.) (Fox)

Recommendation: Determine the maximum number of large domestic animals
that may be "grandfathered" for keeping and/or boarding on the
property at 16 Peppertree Drive.

Oceanfront Estates: Appeal of the Planning Commission’s Denial of Planning
Case No. ZON2002-00282. (Applicant/Appellant: Makallon RPV Associates llc.)

Recommendation: ADOPT RESOL. NO. 2003- , DENYING THE APPEAL WITHOUT
PREJUDICE AND UPHOLDING THE PLANNING COMMISSION’S DENIAL OF THE REQUESTED
CONDITIONAL USE PERMIT REVISION (PLANNING CASE NO. ZON2002-00282).

8. Appointment of Chair for the Equestrian Committee and the Financial Advisory Committee for the Year 2003. (Continued from January 7th.) (Purcell)

Recommendation: Appoint a chair for the Equestrian Committee and the Financial Advisory Committee.
9. Engineering Services for City Hall Elevator. (Continued from January 7th.) (Allison)

Recommendation: (1) Award an engineering contract to John Cruickshank Inc. for preliminary engineering services for the design of an elevator at City Hall, in an amount not to exceed $6,400; and (2) Authorize the Mayor and City Clerk to execute a contract with John Cruickshank Inc.
10. Proposed Modifications to the Monopole at City Hall. (Petru)

Recommendation: Authorize SpectraSite Communications to submit an application for a Revision to Conditional Use Permit No. 119 to modify the existing telecommunications facilities on the monopole at City Hall.

Clarification of a Condition of Approval for Grading Permit No. 1928-Revision ‘B’ (Abdalian,
30025 Cachan Place). (Fox)

Recommendation: Clarify the City Council’s intent and expectation regarding Condition No. 5 of Grading Permit No. 1928-Revision ‘B’,
and determine if the current site conditions are in substantial conformance
with this condition so that the building permit for the project can be finaled.
12. City Council and Planning Commission Joint Workshop. (Evans)

Recommendation: Consider rescheduling the February 8th date for the Joint City Council and Planning Commission meeting.
