TO: HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: FEBRUARY 4, 2003 SUBJECT: TRAFFIC AND ENGINEERING SPEED SURVEYS Staff Coordinator: Nicole Jules, Sr. Engineer RECOMMENDATION: Adopt Resolution 2003- , A Resolution of the City Council of the City of Rancho Palos Verdes establishing speed limits on various streets. BACKGROUND In accordance with the California Vehicle Code, radar or laser enforceable speed limits in the City of Rancho Palos Verdes are generally established by one of two methods. If the roadway meets the definition of an arterial or collector, the prima facie speed limit is determined by utilizing a Traffic and Engineering Speed Survey. On the other hand, if the roadway is classified as a residential roadway, a speed limit of 25 miles per hour applies and no survey is needed. The California Vehicle Code further states that to be enforceable, the survey must be prepared every five years. The City’s consultant Traffic Engineer recently completed the Traffic and Engineering Speed Survey with input and direction from City staff. The street segments surveyed allow for speed enforcement by the Lomita’s Sheriff’s Department which utilizes radar or laser speed determination equipment. The selection of street segments is based upon previously studied streets. DISCUSSION The City is required to file the Traffic and Engineering speed survey with the local courts. The survey is utilized by the Traffic Commissioner as supporting documentation for the enforcement of speed violations. The surveys are required to be updated every seven years per the California Vehicle Code or if other circumstances and changes create a need for a new survey. Speed evaluation data was collected at 12 different roadway segments on 7 different roadways in the City. As seen on the Speed Zone Table in Exhibit A, existing speed limits are being retained on all 12 roadway segments. On four of the twelve roadway segments, PVDW/PVDS (Hawthorne Blvd to Seawolf Drive), Crenshaw Blvd (Crest to Seacrest), Indian Peak Road (Crenshaw Blvd to RHE City Limits) and Ridgegate Drive (Hawthorne Blvd to Highridge Road), the 85th percentile speed was greater than 5 miles per hour above the posted speed limit. In all four cases, the speed limit was retained at the existing posted speed due to consistency and character of neighboring land uses. At the January 27, 2003 Traffic Committee Meeting, the Traffic Committee approved the recommended speed limits at the various locations throughout the City. CONCLUSION Adopting staff’s recommendation will retain and re-establish a reasonable and enforceable speed limit along various roadways throughout the City.
