SUBJECT: COUNCIL AND STAFF STRATEGIC PLANNING WORKSHOP

RECOMMENDATION

Set a date and time for a City Council and Staff Strategic Planning Workshop.

BACKGROUND

Councilmember Clark has suggested scheduling a workshop with City Council and management staff as a follow-up to the workshop that took place last year on March 9, 2002. The Workshop focused on communications between the City Council and staff and offered the Council an opportunity to convey their vision and priorities to everyone at the same time. The facilitator for the meeting was former RPV City Manager Len Wood. As a result of the Workshop the Council and staff members identified the most important City Council values. The City Council then prioritized the values. Here are the top six values.

DISCUSSION

Staff would like to take the next step by developing a Strategic Plan to achieve the Councilís highest priority goals. If the Council agrees that such a Workshop would be productive a date and time for the workshop should be set. A Saturday date will probably be required for an all day session.

The proposed Workshop should involve all five Councilmembers, the City Manager, City Attorney, Assistant City Manager, Director of Administrative Services, Director of Finance and Information Technology, Director of Planning, Building and Code Enforcement, Director of Public Works, Director of Recreation and Parks and a facilitator.

The Council has already made commitments on the following Saturdays:

May 10 Community Leadersí Breakfast/Budget Policy Workshop
May 31 Contract Cities Annual Conference
June 14 Docentís Luncheon

The following Saturdays include three day weekends and are not good candidates for the Workshop:

May 24 Memorial Day Weekend
July 5 Independence Day Weekend

Putting together a meaningful workshop for March 22 or 29 would be very difficult due to the short time frame. Various Councilmembers have indicated to me that the April 5, 12 and 19 are not good for them. I am not available on June 7 (my sonís wedding). Three staff members are not available on June 21. Two staff members are not available on May 17 and July 12

We have identified three dates that all nine staff members are available. The dates are:

April 26
May 3
June 28

If none of these dates are compatible with City Councilmember commitments, the Council may wish to simply set a date and time and those staff members who are available will attend. All staff members are interested in attending this session and will make every effort to attend whenever the Workshop is scheduled.
