7. Emergency Preparedness Task Force - Final Recommendations. (Petru)

Recommendation: Consider the recommendations submitted by the Emergency Preparedness Task Force and provide direction.

8. Resolution Upholding the Appeal of the Planning Commission’s Denial of Planning Case No. ZON2002-00282 [Applicant/Appellant: Makallon RPV Associates llc]. (Fox)

Recommendation: ADOPT RESOLUTION NO. 2003-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES UPHOLDING THE APPLICANT’S APPEAL AND OVERTURNING THE PLANNING COMMISSION’S DENIAL OF THE REQUESTED CONDITIONAL USE PERMIT REVISION THEREBY ALSO APPROVING THE PLAN 14 RESIDENCE ON LOTS 36, 37, 78 AND 79 AS PRESENTED TO THE CITY COUNCIL ON FEBRUARY 18, 2003, BUT REJECTING THE DEVELOPER’S REVISED PROPOSAL FOR OPTIONAL, SECOND-FLOOR LIVING AREA FOR THE PLAN 14 RESIDENCE ON THESE LOTS. (PLANNING CASE NO. ZON2002-00282).

9. Via Rivera Pilot Program Interim Report. (Jules)

Recommendation: (1) Receive and file the Via Rivera Interim Report; (2) Continue the pilot program in its current form; and, (3) Present the final report to Council two months after completion of the program.

10. Tarapaca slope failure. (Allison)

Recommendation: (1) Authorize staff to contact the County of Los Angeles regarding project participation; (2) Authorize staff to investigate the feasibility of an assessment district as a potential funding source; (3) Request staff to investigate additional funding sources and assemble a funding plan for the repair of the Tarapaca Landslide repair that minimizes the use of general funds; (4) Engage adjacent property owners to reduce the amount of surface drainage entering the head of the landslide; (5) Authorize the expenditure of up to $5,000 for additional engineering services: and, (6) ADOPT RESOLUTION 2003- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING RESOLUTION 2002-45, THE BUDGET RESOLUTION FOR FISCAL YEAR 2002-03, FOR A BUDGET ADJUSTMENT TO THE CITY’S GENERAL FUND.

11. Ridgegate Traffic Calming Update. (Jules)

Recommendation: (1) Receive and file the Ridgegate Traffic Calming Status report; (2) Direct Traffic Committee and staff to continue to work with the Ridgegate community on traffic calming measures.

12. Revised agreement with the County of Los Angeles to perform inspections and administer examinations on behalf of the City for prospective massage business license applicants. (Evans)

Recommendation: (1) Approve the revised Agreement with the County of Los Angeles to authorize the County Department of Health Services to inspect massage establishments and administer examinations of prospective massage technicians on behalf of the City. (2) Authorize Staff to publish Notices of Public Hearing for the May 6th Council meeting to adopt a new fee schedule to recover costs of County Health Services.

13. Council and staff tactical planning workshop. (Evans)

Recommendation: Set a date and time for a City Council and Staff Tactical Planning Workshop.
