TO: HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: JUNE 3, 2003 SUBJECT: STREET SWEEPING CONTRACT FOR FY 2003 – 04, 04 – 05, 05 – 06 RECOMMENDATIONS
BACKGROUND The City of Rancho Palos Verdes utilizes contract services for street sweeping services. Some of the services included in this contract are:
A contract for these services was last advertised and awarded in June of 1994. In April of this year, a new contract was prepared and advertised. Bids were opened on May 9, 2003. DISCUSSION The results of the bid are as follows:

The apparent low bidder, Nationwide Environmental has not previously provided service to the City. Reference checks were made in other Southern California cities who currently utilize Nationwide for their street sweeping needs. Without exception, all reported that this contractor provides good customer services. It is important to note that the two new state regulations have significantly increased the annual cost for street sweeping services beginning in FY 2003 – 04. The first regulation requires street sweeping contractors to utilize alternative fuel vehicles, the second relates to prevailing wage regulations. CONCLUSION Adopting the staff recommendations will result in the award of a three-year contract for street sweeping services to Nationwide Environmental Services. ALTERNATIVE ACTION Request staff to re-advertise this contract to receive additional bids. Staff does not believe that re-advertising will result in additional bidders or lower prices. FISCAL IMPACT The authorized expenditure limit of $ 125,000 is included in the baseline FY 03 – 04 budget. Respectfully Submitted,
