SUBJECT: NOTICE OF COMPLETION – VALLON DRIVE TRAFFIC SIGNAL INSTALLATION PROJECT

RECOMMENDATIONS:

1. Accept the work as complete.
2. Authorize the City Clerk to file the notice of completion with the County Recorders Office; and if no claims are filed 35 days after recordation notify the surety company to exonerate the Payment and Performance Bond with Steiny and Company, Inc.
3. Authorize the Director of Public Works to release 10% retention payment to Steiny and Company, Inc. 35 days after recordation of the Notice of Completion contingent upon no claims being filed against the contractor.

BACKGROUND & ANALYSIS

On September 3, 2002, City Council awarded a contract to Steiny & Company, Inc. for the construction of the Vallon Drive Traffic Signal Project. Pursuant to the approved contract, the work has been satisfactorily completed at the following cost:

City Council Approved Increases	$43,290.00
Total Construction Budget	$147,000.00

Total Contract Sum	$103,710.00
Authorized Contract Change Orders	$24,211.00
Total Project Construction Cost	$127,921.00

Change Orders for this project comprised 19% of total construction cost. Change orders included construction of an Edison hand-hole for electrical service, construction of a special concrete spread footing to avoid unforeseen buried utility, rental of a changeable message board for added safety during the initial signal turn-on period and replacement of a private concrete driveway.

FISCAL IMPACT

The recommended action will have no fiscal impact.

CONCLUSION

Steiny & Company, Inc. has successfully completed all work in accordance with the plans and specifications for this project. Therefore, the work should be accepted as complete and a Notice of Completion filed.
