TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: JUNE 17, 2003 SUBJECT: TRACT 46628 – QUIT CLAIM DEED FOR DRAINAGE EASEMENT RECOMMENDATION Authorize the Mayor and City Clerk to execute Quit Claim Deed, which transfers ownership of a certain Storm Drain Easement in Tract 46628 to the Los Angeles County Flood Control District. BACKGROUND In 1998, Tract Map 46628, generally know as Oceanfront Estates, was recorded. Included with the improvements of this tract were various storm drain systems. The Los Angeles County Flood Control District will take over the maintenance of a major portion of those systems. Part of the process of transferring responsibility and maintenance is to quit claim the affected easements to the County. The two systems that are not included in the transfer to the County are:
DISCUSSION It is advantageous to the City to transfer the subject systems to the County. This action will reduce the City’s maintenance responsibilities. CONCLUSION Adopting the staff recommendation will begin the process to transfer ownership of the storm drain improvements to the County ALTERNATIVE ACTION Direct staff to cease the transfer process. FISCAL IMPACT The recommended action will have a positive fiscal impact. Maintenance cost of the transferred drains will be transferred from the City to the County. Respectfully submitted, Dean E.
