Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all council members after the reading of the title.

2. Minutes of April 29, 2003. (Purcell)

Recommendation: Approve the minutes.

3. ADOPTION OF ORDINANCE NO. 394 OF THE CITY OF RANCHO PALOS VERDES REVISING CHAPTERS 17.11 AND 17.96 OF TITLE 17 OF THE CITY’S MUNICIPAL CODE AS THEY PERTAIN TO AFFORDABLE HOUSING AND STATE MANDATED DENSITY BONUS PROVISIONS/CITYWIDE. (This ordinance was INTRODUCED at the July 1st meeting.) (Schonborn)

Recommendation: ADOPT ORDINANCE NO. 394.

4. Claim against the City by Charles Lamont. (Petru)

Recommendation: Reject the claim and direct staff to notify the claimant.

5. ADOPTION OF ORDINANCE NO. 390 OF THE CITY OF RANCHO PALOS VERDES REVISING SECTION 8.24.060 (PROPERTY MAINTENANCE STANDARDS) TO INCLUDE RV PARKING AND STORAGE RESTRICTIONS ON PRIVATE PROPERTY. (This Ordinance was re-introduced at the July 1st meeting.) (Rojas)

Recommendation: ADOPT ORDINANCE NO. 390.

6. Budget Adjustment For CORE Deputy Program. (Petru)

Recommendation: ADOPT RESOL. NO. 2003- AMENDING RESOL. NO. 2003-42, THE BUDGET APPROPRIATION FOR FISCAL YEAR 2003-04, FOR A BUDGET ADJUSTMENT TO THE CITY’S GENERAL FUND.

7. Register of Demands. (McLean)

Recommendation: ADOPT RESOLUTION NO. 2003-, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

8. Abalone Cove Sewer Maintenance Fee. (Kau)

Recommendation: (1) Conduct a public hearing on the proposed levy and allocation of the annual sewer service charge for the Abalone Cove Sewer System for Fiscal Year 2003-04: (2) Authorize a $17,500 subsidy of the annual Abalone Cove sewer service charge; (3) ADOPT RESOLUTION NO. 2003-_____, A RESOLUTION OF THE COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING THE REPORT IN CONNECTION WITH THE SEWER SERVICE CHARGE ESTABLISHED PURSUANT TO CHAPTER 13.06 OF THE RANCHO PALOS VERDES MUNICIPAL CODE, DETERMINING THE AMOUNT OF SUCH CHARGE FOR FISCAL YEAR 2003-04, AND ORDERING SUCH CHARGE TO BE COLLECTED ON THE TAX ROLL.

9. Presentation of the Draft NCCP Sub-area Plan And Solicitation Of Public Comments On The Notice Of Preparation (NOP) For The Forthcoming NCCP EIR. (Rojas)

Recommendation: Accept public testimony on the Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the Rancho Palos Verdes Natural Communities Conservation Plan (NCCP) Sub-area Plan.

10. Discussion of the City’s 16-foot height limit. (Rojas)

Recommendation: Provide Staff with direction on how to proceed with the continued discussion and resolution of this matter.

11. Award of Contract for Services to Prepare an Environmental Impact Report for Landslide Moratorium Exclusion No. 10 and a Possible Future 84-Home Residential Planned Development on the Point View Property (6001 Palos Verdes Drive South). (Fox)

Recommendation: Authorize the Mayor and the City Clerk to sign a professional services agreement in an amount not to exceed $188,218 with PCR Services Corporation to prepare an Environmental Impact Report (EIR) for the Point View project, located at 6001 Palos Verdes Drive South.

12. AB 496 (Correa) Santa Ana River Conservancy and Proposal to Divert Proposition 42 Transportation Funds. (Carryover from July 1st meeting.) (Park)

Recommendation: Consider legislative issues as requested to be placed on the agenda by Councilman John McTaggart.

13. Parking Ordinance. (Allison)

Recommendation: Request staff to work with the Los Angeles County Sheriff’s Department to prepare an ordinance that allows private property owners to establish and enforce off-street parking restrictions on private property.

14. Anti-Gang Ordinance. (Petru)

Recommendation: INTRODUCE ORDINANCE NO. ___ OF THE CITY OF RANCHO PALOS VERDES RELATING TO PROHIBITING GANG MEMBERS FROM LOITERING WITH THE INTENT TO INTIMIDATE NEIGHBORHOODS AND CONCEAL ILLEGAL ACTIVITY AND AMENDING THE RANCHO PALOS VERDES MUNICIPAL CODE.
