SUBJECT: PARKING ORDINANCE

RECOMMENDATION

Request staff to work with the Los Angeles County Sheriff’s Department to prepare an ordinance that allows private property owners to establish and enforce off-street parking restrictions on private property.

BACKGROUND

This item was placed on the agenda at the request of Councilmember McTaggart.

Jane Jones, a member of the Palos Verdes Library District contacted the City to ask for our assistance regarding a parking problem they are experiencing at the Miraleste Library. Apparently non-users of the library currently park in their lot for long periods of time. The district was told by the Sheriff’s office that the city will need to adopt a new parking ordinance, with certain language, to allow the Sheriff’s Office to issue citations.

CONCLUSION

Adopting the staff recommendation will begin the process of preparing and adopting a citywide parking ordinance to give the Los Angeles County Sheriff’s Department the authority to issue parking citations on private property.

FISCAL IMPACT

Staff estimates approximately $1000 of staff time to prepare and process the needed ordinance.
