TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 2, 2003 SUBJECT: AWARD OF ENGINEERING SERVICES FOR TRAFFIC MANAGEMENT PROGRAM RECOMMENDATIONS
BACKGROUND AND DISCUSSIONS Engineering services are required for the Traffic Management Program. The required services include customer service, staffing for the Traffic Committee, and the review of plans. For the past four years Norris Repke, Inc., provided these services however, due to staffing changes that firm will no longer be providing such services. The City requested a proposal from Willdan Associates for the needed services. Staff has used this firm for many projects, and staff is satisfied with their performance. After interviewing the proposed staff member Willdan proposes to utilize for this contract, staff decided to not request any additional proposals. This is because the person proposed by Willdan has the experience and attitude that will be successful. In addition Willdan is a large firm with significant staff resources. This will be useful should our demand for traffic engineering services require additional staffing. Staff is proposing that a three-year contract be awarded. A three-year term is the length typically awarded by the Public Works Department for engineering services. A three-year period achieves a balance between making the firm accountable and not requiring staff to solicit new proposal which adds to administrative costs. Attached is a copy of the Willdan proposal and the contract. In their original proposal Willdan, proposed hourly rates of $135, and staff negotiated to reduce that rate to $125 per hour. This rate is fair and competitive for the services of a registered Traffic Engineer.
CONCLUSION Adopting the staff recommendations will award a three-year contract to Willdan Associates for Traffic Engineering services. ALTERNATIVE ACTIONS Award a contract to Willdan for a term other than three years. Request staff to solicit additional proposals. FISCAL IMPACT Funding for the recommended actions is included in the adopted FY 2003 – 04 budget. The funding source is the General Fund.
