TO: HONORABLE MAYOR AND MEMBERS OF CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 2, 2003 SUBJECT: RESTROOM RECONSTRUCTION AT HESSE PARK RECOMMENDATIONS
BACKGROUND/ DISCUSSION On May 20, 2003 the City Council approved a Community Development Block Grant expenditure plan, which included the rehabilitation of the restroom facilities at Hesse Park to bring them into compliance with the objectives of the Americans with Disabilities Act. Staff requested statements of qualifications from qualified firms for the needed services. Upon review of those qualifications, it was concluded that John Cruickshank Inc., is the most qualified firm for the needed services. The principal reason is that this firm has demonstrated a good understanding of the city’s needs, they have the resources available to meet the project schedule, and they have worked successfully with the city on past projects. Staff then requested a proposal from John Cruickshank Inc. for the needed services. Upon review of that proposal the fees and resource commitments are reasonable and fair, and staff is recommending that a contract be awarded for the needed services.
CONCLUSIONS Adopting the staff recommendations will result in the preparation of final engineering plans for the reconstruction of the restroom facilities at Hesse Park. This project will bring those facilities into compliance with the Americans with Disabilities Act. Plans will be prepared and advertised and a recommendation for award of a construction contract will be brought to the City Council in December 2003. The tentative project schedule is as follows:
FISCAL IMPACT Staff estimates the total cost for this project at $ 250,000. The funding source is principally Community Development Block Grant Funds. Respectfully Submitted,
