SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENTS FOR FINAL PLAN PREPARATION OF THE POINT VICENTE INTERPRETIVE CENTER EXPANSION PROJECT

RECOMMENDATIONS

  1. Award a Professional Services Agreement to Ron Yeo Architects, Inc. in the amount of $16,540 for plan revision, plan check and code update and authorize the Mayor and City Clerk to execute the Agreement;
  2. Award a Professional Services Agreement to Harris and Associates in the amount of $8,000 for construction and bidding review of the expansion plans and authorize the Mayor and City Clerk to execute the Agreement;
  3. Award a Professional Services Agreement to Merit Civil Engineering, in the amount of $5,000 for Professional Engineering Services and authorize the Mayor and City Clerk to execute the Agreement;
  4. Award a Professional Services Agreement to Group Delta Consultants in the amount of $2,000 for Geotechnical and Geological consulting services and authorize the Mayor and City Clerk to execute the Agreement;
  5. Award a Professional Services Agreement to The Source Group, Inc., in the amount of $7,500 for environmental monitoring and consulting services and authorize the Mayor and City Clerk to execute the Agreement.
  6. Award a Professional Services Agreement to Jon Ciccetti Landscape Architects, in the amount of $3,000 for landscape irrigation consulting services and authorize the Mayor and City Clerk to execute the Agreement.

BACKGROUND

At the September 2, 2003 City Council meeting, Council directed Staff to proceed with the final plan preparation of the Point Vicente Interpretive Center Expansion Project.

After much consideration of amending the project scope to include construction of a Council Chamber, Council expressed its desire to move forward with the building expansion project as was originally designed.

It is anticipated that the project will be advertised in early November. Prior to advertisement, final plan preparation is needed to reflect the revised site conditions as well as to reflect the portion of construction items completed with the original project. In addition, a revised cost estimate will be prepared to determine if the project remains in budget.

Staff is recommending the professional services of Ron Yeo Architects, Inc., Harris and Associates, Merit Civil Engineering, Group Delta Consultants, The Source Group and Jon Cicchetti Landscape Architects to serve as consultants to the City during the final plan revision and preparation phase.

Ron Yeo Architects, Inc. – Plan Revision, update, review ($16,540)

Ron Yeo Architects, Inc. prepared the original expansion plans for the project. This firm will revise and update the plans to incorporate changes to the building codes, provide plan check review and revise construction cost estimate.

Harris and Associates – Construction and Bid Review ($8,000)

Harris and Associates provided construction management and inspection services for the project. This firm will review the plans and specifications for construction and inspection purposes.

Merit Civil Engineering – Plan revision, update and review ($5,000)

Merit Civil Engineering prepared the original storm drain and grading plans for the project. This firm will update the plans to incorporate changes to the project as a result of the remediation activities.

Group Delta Consultants – Geotechnical and Geological consulting services ($2,000)

Group Delta will provide geotechnical and geological consulting services during the final plan revision process.

The Source Group – Environmental monitoring ($7,500)

The Source Group provided environmental monitoring and consulting services during the remediation process. This firm will continue to give environmental guidance and assistance during the final plan preparation phase.

Jon Cicchetti Landscape Architects – Landscape and irrigation design ($3,000)

Jon Cicchetti prepared the original landscape and irrigation plans for the project. This firm will update the plans to incorporation changes to the site and project scope as a result of the remediation and partial opening activities.

CONCLUSION

Accepting Staff’s recommendations of retaining the professional services of Ron Yeo Architects, Inc., Harris and Associates, Merit Civil Engineering, Group Delta Consultants, The Source Group and Jon Cicchetti Landscape Architects will finalize the PVIC Expansion plans for advertising and bidding.

FISCAL IMPACT

The recommended action authorizes expenditures of up to $42,040 within the PVIC Soil Remediation Fund and PVIC Expansion Project fund. Both fund sources are adequate for the recommended action.
