BACKGROUND For the past several months, staff has been working very closely with the residents of the South Eastview Community to address their concerns related to traffic. The initial request for traffic calming originated with petitions from residents who lived on General Street and Trudie Drive. It was determined that any traffic calming measure implemented on either street would create a "spill-over" effect to the other streets within the neighborhood. The Traffic Committee formed a sub-committee to work directly with residents to achieve a viable solution to their traffic issues. The sub-committee, including representatives from the Lomita Sheriff’s Department, the Los Angeles County Fire Department, three members of the Traffic Committee, City Staff and two representatives of the South Eastview neighborhood, met on two occasion to devise potential solutions that the entire neighborhood would benefit from. It was at the last sub-committee meeting that the idea of restricting left-turn movements from Miraleste Drive to Via Colinita would be a viable, low-cost, first-step, approach. The recommendation to restrict left-turn movements was presented to the Traffic Committee at its October 27, 2003 regular meeting. The Committee voted (6-0) to not install the turn restriction signs but requested staff to prepare a comprehensive neighborhood traffic calming study that would include all streets in the South Eastview neighborhood as well to coordinate with the City of Los Angeles and Caltrans. DISCUSSION The City’s consulting Traffic Engineer, Willdan, is currently funded to be on staff one day a week to address traffic issues on a citywide basis. Additional time, other than once a week is needed to prepare the study. Willdan has submitted a proposal to conduct a thorough neighborhood traffic calming study. The proposal, attached to this report, includes coordination with the community, data collection, development of recommendations, and presentation to the Traffic Committee. Willdan’s estimated cost for these services is $9,870. CONCLUSION Approving staff’s recommendation to retain Willdan will result in a comprehensive neighborhood traffic calming study. FISCAL IMPACT The estimated total cost to conduct the South Eastview Neighborhood Traffic Calming study is $9,870. Funding for this project is not included in the adopted FY03-04 Budget. The attached resolution provides the necessary funding utilizing General Funds. At the beginning of the fiscal year, the FY03-04 estimated General fund revenues in excess of adopted expenditures were $83,510. The calculation of available anticipated revenues is presented below. Appropriations that cannot be funded within this year’s available anticipated revenues will have to be drawn from the General fund reserve. The calculation of the projected General fund reserve available for appropriation is also presented below.
