SUBJECT: 2005 BASE REALIGNMENT AND CLOSURE (BRAC) PROCESS

RECOMMENDATION:

Consider adopting a position of opposition to closure or relocation of the Los Angeles Air Force Base; consider a resolution or letter(s) in opposition to the closure; and consider a financial contribution to the Los Angeles Air Force Base Regional Alliance.

BACKGROUND:

Attached are newspaper articles and a letter from the County of Los Angeles describing the pending BRAC process scheduled to begin in 2005. As the Council is aware, the Los Angeles Air Force Base has previously been identified for possible closure, but through the action of South Bay public and private organizations was spared. It seems certain that a similar, if not greater effort, will be required in 2005 if the Base is to remain.

DISCUSSION:

Councilman Wolowicz has been active in organizations opposing the closure of the Air Force Base and is now requesting that the City of Rancho Palos Verdes take a position of opposition. Councilman Wolowicz has also pointed out the County of Los Angeles has appropriated $100,000 for the Los Angeles Air Force Base Regional Alliance and the Cities of El Segundo, Torrance and Redondo Beach have each contributed $20,000 to the Alliance. If the City of Rancho Palos Verdes decides to make a financial contribution, an amount of $5,000 to$10,000 would probably be appropriate based on our revenues relative to the other cities that are contributing.

The Los Angeles County Board of Supervisors has requested that each city in the County adopt a resolution opposing the Base closure. In addition, Councilman Wolowicz has submitted several sample letters that the Council as a body, or as individuals may wish to address to the Secretary of Defense.
