SUBJECT: ESTABLISH PARKING RESTRICTIONS ALONG AVENIDA TRANQUILA

RECOMMENDATIONS

Authorize the Director of Public Works to establish handicapped only parking spaces at 30166 and 30174 Avenida Tranquila in accordance with Section 22511.7 of the California Vehicle Code

DISCUSSION

The California Vehicle Code gives authority to cities to establish, by ordinance or resolution, on-street parking spaces for the exclusive use of vehicles displaying a handicapped placard. Such spaces must be clearly designated by blue paint on the curb adjacent to the space and by appropriate signs. On February 9, 2004, staff received a request from property owners at 30166 and 30174 Avenida Tranquilla to establish such parking areas in front of their homes. The owners report a need for such parking restrictions to meet the special needs of a family member. Both residents report parking difficulties due to the operations of a nearby licensed health care provider.

CONCLUSION

Adopting the staff recommendation will establish parking restrictions at two locations along Avenida Tranquila.

Deny the request.

FISCAL IMPACT

Staff estimates the cost of staff time and material to establish the parking areas at $500. Adequate funding is available in the department street maintenance funds.
