RECOMMENDATION

Review the current status of border issues, and provide direction to the City Council Committee and Staff.

BACKGROUND

The following is the regular monthly report to the City Council on various "border issues" potentially affecting the residents of Rancho Palos Verdes. Also, as requested at the February 3, 2004 City Council meeting, the complete text of the status report is no longer attached to this Staff report, but is available for review on the City’s website.

DISCUSSION

Current Border Issues

South Coast County Golf Course, Los Angeles County/Rolling Hills Estates

The status of the City’s final review letter on the Draft EIR is addressed as a separate issue on tonight’s agenda.

New Border Issues

There are no new border issues on which to report at this time.

Previous Border Issues

Garden Village Shopping Center, Los Angeles (San Pedro)

As of the date this report was completed, the City had not yet received the notice of decision from the Zoning Administrator’s hearing regarding the shopping center’s compliance with its conditions of approval. At the January 29th hearing, Rolling Hills Riviera resident April Sandell raised several concerns regarding noise and light/glare impacts (see attachments), and the Zoning Administrator held off making a final decision until the shopping center’s owner provided additional information in these matters. Staff believes that the Zoning Administrator’s decision will be appealable to the City of Los Angeles’ Harbor Area Planning Commission. Staff will continue to monitor this matter and will place it back on the Border Issues report if future action warrants.
