SUBJECT: HAZARD MITIGATION GRANT APPLICATION
Adopt Resolution No. 2004 - ; Approving the application for FEMA Hazard Mitigation Grant Funds administered by the California Governor’s Office of Emergency Services.
Following the California Firestorms of 2003, the Presidential disaster declaration included a $14 million Hazard Mitigation Grant Program to be administered by the Governor’s Office of Emergency Services (OES). The program includes $1 million for mitigation planning efforts. As a local government agency in one of the affected counties, the City is able to apply for funding to prepare its Natural Hazards Mitigation Plan through this program. Therefore, staff submitted a Notice of Interest and received approval from OES to file a grant application, which is due on April 2, 2004. The City is also currently exploring the possibility of filing a multi-jurisdictional grant application with the Cities of Rolling Hills and Rolling Hills Estates. As part of the grant application, the City is required to submit a certified Resolution designating the City’s agents authorized to act on its behalf in all matters related to the grant. The draft Resolution is attached for the Council’s review and adoption.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPROVING THE APPLICATION FOR FEMA HAZARD MITIGATION GRANT FUNDS ADMINISTERED BY THE CALIFORNIA GOVERNOR’S OFFICE OF EMERGENCY SERVICES
WHEREAS, a $14 million Hazard Mitigation Grant Program has been included in the Presidential disaster declaration for the California Firestorms of 2003 (DR-1498), of which $1 million has been designated for planning; and,
WHEREAS, as a local government agency in Los Angeles County, the City of Rancho Palos Verdes is able to apply for funding under this grant program; and,
WHEREAS, the City intends to use any grant funds received through this program towards the preparation of a Natural Hazards Mitigation Plan, in compliance with Robert T. Stafford Emergency Assistance and Disaster Relief Act; and,
WHEREAS, the City submitted a Notice of Interest to the Governor’s Office of Emergency Services (OES) and received approval from OES to file a grant application; and,
WHEREAS, as part of the grant application, the City is required to submit a certified Resolution designating the City’s agents authorized to act on its behalf in all matters related to the grant.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council appoints the City Manger, or the Assistant City Manager, to execute for and on behalf of the City of Rancho Palos Verdes, a local government entity, established under the laws of the state of California, this application and to file it in the Governor’s Office of Emergency Services for the purpose of obtaining certain federal financial assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, P.L. 93-288, as amended.
Section 2: That the City Council hereby authorizes its agent to provide to the Governor’s Office of Emergency Services for all matters pertaining to such disaster assistance the assurances and agreements required.
