SUBJECT: UPDATE ON GIRLS SOFTBALL FIELDS

RECOMMENDATION

Receive and file staff’s update on the Girls Softball Fields feasibility study.

BACKGROUND

At the January 20, 2004 City Council meeting, the Council directed staff to study and bring back specific plans, budgets and timetables for the construction of up to four girls softball fields at locations within the city other than Lower Point Vicente Park. A budget adjustment of $15,000 was approved at the February 3, 2004 meeting to retain a consultant to assist staff in studying prospective sites for girls softball fields.

DISCUSSION

On March 2, 2004, staff met with Todd Anderson with the Peninsula Youth Sports League to discuss potential locations for the fields and to help focus the study to sites that would be acceptable to the girls softball community. The meeting resulted in the identification of five potential sites in the City:

  • Eastview Park
  • Grandview Park
  • Hesse Park
  • Ryan Park
  • Upper Point Vicente Park

Through the Public Works Department’s on-call services contract, the City retained a landscape architect with RBF Consultants to prepare the study. Staff met with the consultant on March 1st and March 24th to discuss the scope of the project and site constraints and opportunities at the five locations under consideration. In addition, on March 29th, staff accompanied the consultant on a site visit to each location.

The consultant is currently working on the draft site plans and is expected to submit them to staff in the next few days. The draft plans will then be reviewed by staff and shared with Mr. Anderson for his comments. The consultant will then prepare the final concept plans for each site, including grading quantities and preliminary cost estimates by the end of April 2004. Staff anticipates presenting the results of the study to City Council at the May 4, 2004 meeting. If the Council were interested in proceeding with any of the plans, adequate time would still remain to include funds in the FY 04-05 City Budget for the preparation of engineering plans.
