The meeting was called to order at 9:00 A.M. by Mayor Pro Tem Larry Clark at the Fred Hesse Community Park, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file.
PRESENT: Stern, Wolowicz. Long and Mayor Pro Tem Clark
Also present were City Manager Les Evans, Assistant to the City Manager Gina Park, Public Works Director Dean Allison, Finance and IT Director Dennis McLean, Director of Recreation & Parks Ron Rosenfeld, and Director of Planning, Building & Code Enforcement Joel Rojas.
Also present were Los Angeles County Sheriff Lee Baca and Chris McKenzie, Executive Director, League of California Cities.
After welcoming remarks by Mayor Pro Tem Clark, self-introductions followed.
Sheriff Baca gave an overview of the Public Safety and Homeland Security Sales Tax that he is sponsoring and circulating to qualify for the November 2004 ballot. He requested support for this ballot proposition, pointing out the necessity of increasing funding for homeland security activities by the Sheriff’s Department.
Representing the League of California Cities was Chris McKenzie who explained the grass roots efforts being conducted by the League to protect cities’ revenue and break the cycle of the state appropriating it every time there is a downturn in the economy. Mr. McKenzie urged support for the League’s proposition that will also be on the November 2004 ballot. He emphasized that the League initiative did not raise taxes or reallocate existing revenue streams. The initiative merely requires that the voters approve of any future diversions of revenues that are currently local sources of funding.
At the invitation of Mayor Pro Tem Clark, Senator Karnette spoke briefly about the approaching State budget process and the mood n Sacramento.
RECESS AND RECONVENE: The meeting adjourned at 11:00 A.M. to Tuesday, March 30th for a workshop with the Traffic Committee at 7:00 P.M. at Ladera Linda Community Center.
