TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ASSISTANT CITY MANAGER DATE: JUNE 1, 2004 SUBJECT: APPOINTMENT OF AN EX OFFICIO MEMBER TO THE EMERGENCY PREPAREDNESS COMMITTEE RECOMMENDATION Appoint Jack Karp as an ex officio member of the Emergency Preparedness Committee. DISCUSSION Jack Karp served as the Chairman of the Emergency Preparedness Task Force and later, the Emergency Preparedness Committee, from September 2002 until January 2004. Mr. Karp resigned from the Emergency Preparedness Committee following his appointment to the City’s Planning Commission in January 2004. Mr. Karp is also an active member and serves on the board of the Palos Verdes Peninsula Citizen Emergency Response Team (CERT), which is coordinated through the Lomita Sheriff’s Station. Over the last year, the ranks of Palos Verdes Peninsula CERT have grown significantly, resulting in a recent reorganization of its governing board. One of the changes was to designate a CERT liaison to each of the four Peninsula cities. Mr. Karp has been appointed as the CERT representative to the City of Rancho Palos Verdes. Because of this new role, Mr. Karp approached the Mayor and the current Committee Chair, Mel Hughes, about being appointed as an ex officio member of the Emergency Preparedness Committee. If appointed by the Council, he would attend the Committee meetings and participate in the discussions, but would not vote on any of the matters before this body. Mayor Gardiner asked that this item be agendized for Council consideration. Chair Hughes has indicated to staff that he has no objection to the appointment.
