SUBJECT: ADDITIONAL GRANT FUNDING FOR THE EXPANSION OF POINT VICENTE INTERPRETIVE CENTER

RECOMMENDATION
Adopt Resolution 2004- ___ authorizing the application for grant funds from the County of Los Angeles Regional Park and Open Space District for excess grant funds in the amount of $50,000 for the expansion of the Point Vicente Interpretive Center (PVIC).
DISCUSSION
In March 2004, the County Board of Supervisors notified the City of the availability of $50,000 of additional Measure A funds. These funds can be used for park, recreation and open space acquisition or capital improvement projects of the City's choice. The deadline to request and allocate these funds is June 30, 2004.
Staff recommends that the funds be utilized for the PVIC project. Bids for the construction of PVIC were opened on April 15, 2004. It appears that the actual cost of that project will exceed its current budget. Staff is currently reviewing bids and will be bringing this matter to the City Council in the near future.
Typically, the City is required to assure that at-risk youths (ARY) are employed as a condition for the Measure A funds it receives. The City adopted a Youth Employment Plan in July 1998. This additional funding will increase the City's ARY by $5,000. The new ARY total would increase from $340,502 to $345,502. To date, the City has fulfilled approximately 20% of this goal and will continue to do so with completed projects such as Lower Hesse Park development and upcoming projects such as PVIC.
FISCAL IMPACT
If approved, the recommended action will provide the City additional Measure A funds for the expansion of the Point Vicente Interpretive Center in the amount of $50,000.

Staff will prepare a budget resolution to increase the project budget and will bring the item to the City Council in conjunction with the award of the construction project at a later date.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES APPROVING THE APPLICATION FOR
EXCESS FUNDS FROM THE COUNTY OF LOS ANGELES
REGIONAL PARK AND OPEN SPACE DISTRICT FOR
THE EXPANSION OF POINT VICENTE INTERPRETIVE CENTER
WHEREAS, the people of the County of Los Angeles on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree-Planting, Senior and Youth Recreation, Beaches and Wildlife Protection (the Proposition), which provides funds to the County of Los Angeles and other public agencies in the County for the purposes of acquiring and/or developing facilities for public recreational facilities and open space; and
WHEREAS, the Proposition also created the County of Los Angeles Regional Park and Open Space District (the District) to administer said funds; and
WHEREAS, the District has set forth the necessary procedures governing local agency applications for grant funds under the Proposition; and
WHEREAS, the District’s procedures require the City as the Applicant to certify, by resolution, the approval of the application before submission of said application to the District; and
WHEREAS, the Project is an important park and recreation project for the City of Rancho Palos Verdes; and
WHEREAS, said application contains assurances that the City must comply with; and
WHEREAS, the City will enter into an Agreement with the District for the development of the Point Vicente Interpretive Center Expansion project;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
- Approves the filing of an application with the County of Los Angeles Regional Park and Open Space District for funds for excess funds of the Proposition for the above Project; and
- Certifies that the City understands the assurances and certification in the application form; and
- Certifies that said City has, or will have, sufficient funds to operate and maintain the Project in perpetuity; and
- Appoints the Director of Public Works, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the aforementioned Project.
