SUBJECT: SOUTH BAY CITIES COUNCIL OF GOVERNMENTS: RESOLUTION CONFIRMING APPOINTMENT OF DELEGATE AND ALTERNATE
ADOPT RESOL. NO. 2004- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES CONFIRMING THE APPOINTMENT OF A DELEGATE, PRIMARY ALTERNATE AND SECONDARY ALTERNATES TO THE GOVERNING BOARD OF THE SOUTH BAY CITIES COUNCIL OF GOVERNMENTS (A JOINT POWERS AUTHORITY).
The City has been a member of the South Bay Cities Council of Governments since that organization was established in 1995. Each of the sixteen member cities has a delegate and alternate on the Governing Board of the SBCCOG. On December 16, 2003, Mayor Pro Tem Clark was appointed as the City’s delegate and Council Member Wolowicz was appointed alternate. A letter was sent to SBCCOG advising them of these appointments.
After the December 2003 appointments, it became apparent that because of conflicting calendars, it would best serve the City’s needs if representation to the SBCCOG was as follows: Delegate: Mayor Pro Tem Clark; Primary Alternate – Councilman Wolowicz; Secondary Alternates: Council Members Stern, Long and Mayor Gardiner. In the absence of the City’s delegate and primary alternate, all of the secondary alternate representatives would have voting authority.
The City is now in receipt of an e-mail from the SBCCOG advising its member cities that according to its By Laws, appointments to the Governing Board must be made by resolution of their legislative body. In response to this notification, and to reflect the addition of the secondary alternates, staff has prepared a resolution to meet the requirements of SBCCOG’s Bylaws.
Appointment to the SBCCOG Governing Board must be made by resolution and staff has prepared a resolution memorializing the City’s representation to that Board.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES APPOINTING A DELEGATE, PRIMARY ALTERNATE AND SECONDARY ALTERNATES TO THE GOVERNING BOARD OF THE SOUTH BAY CITIES COUNCIL OF GOVERNMENTS (A JOINT POWERS AUTHORITY)
WHEREAS, the South Bay Cities Council of Governments (a Joint Powers Authority) was established in 1995 pursuant to an agreement approved by the legislative bodies of the respective public entities that constitute its members; and
WHEREAS, the South Bay Cities Council of Governments (SBCCOG) has a Governing Board which, for all purposes, is the policy making body of the Council; and
WHEREAS, member cities have a delegate and alternate on said Governing Board; and
WHEREAS, the By Laws (Article II – Membership and Representation) of SBCCOG require that said delegate and alternate shall be designated by a resolution of the member cities legislative body; and
WHEREAS, that by action of the City Council taken on December 16, 2003, Mayor Pro Tem Clark was appointed as the City’s delegate to the SBCCOG and Council Member Steve Wolowicz was appointed as the City’s alternate; and,
WHEREAS, it has now become necessary that the City have additional alternates who can attend and vote at SBCCOG Board meetings.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES that Council Members Stern, Long and Mayor Gardiner will serve as secondary alternates to SBCCOG and that said alternates will have full voting authority in the absence of the City’s delegate and primary alternate.
