TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PUBLIC WORKS DATE: AUGUST 3, 2004 SUBJECT: STORM DRAIN REHABILITATION STAFF COORDINATOR: Ron Dragoo, Senior Engineer RECOMMENDATIONS
BACKGROUND On July 14, 2004 bids were opened for the rehabilitation of 2 storm drain pipes in the City. Only one bid was received which was 15% over the Engineer’s Estimate. The construction budget is $165,000, and the engineer’s estimate of cost is $162,100. Upon review of the bid and after discussions with the bidder it appears that the plans were unclear in certain aspects of the project and storm drain lining contractors did not submit bids. Staff recommends that all bids be rejected, and that the project be revised to bring clarity as to the scope, and that the plans be re-advertised. CONCLUSIONS Adopting the staff recommendations will result in re-advertising the plans and specifications for the Storm Drain Rehabilitation project, with a new bid opening dated scheduled in September 2004, and consideration for award in late September 2004.
