Continue the public hearing to the October 5, 2004 City Council meeting.
On July 20, 2004, the City Council opened the public hearing on Revision ‘B’ of Tract Map No. 52666 and Grading Permit No. 2282 to allow a reduction in the permitted grading quantities, an increase to the building pad elevations for Lots 1, 9, 10, 12, and 13, and to allow a 2-foot increase to the maximum roof ridgeline height for Lot 1. During the public hearing, a concern was raised by a neighboring property owner (7420 Alida Place) regarding an underground spring that was allegedly discovered at the time the rough grading for the lower lots of the tract occurred. As a result of this concern, the Council directed Staff to further investigate the matter and continued the public hearing to the August 3, 2004 City Council meeting.
Pursuant to Council direction to further investigate the matter regarding the alleged spring, Staff requested that the applicant’s geologist prepare an additional Geotechnical Report that analyzes the site, specifically as it relates to ground water. In order to complete the test borings and analysis needed to prepare such a report, the applicant is requesting additional time. Furthermore, since the City’s Geotechnical Consultant will need time to review said report and conduct the appropriate site visits, Staff respectfully requests that the public hearing be continued to the October 5, 2004 City Council meeting. The extended time period will allow the applicant and Staff adequate time to fully investigate this matter and report its findings to the Council.
In order to keep the public informed on the matter regarding the alleged spring and the proposed tract revision, Staff has mailed copies of this Staff Report to the interested parties, including the neighboring property owner located at 7420 Alida Place. Additionally, Staff will notify the interested parties and property owners within a 500-foot radius of the subject property of the October 5, 2004 public hearing.
