BACKGROUND
On July 14, 2004 bids were opened for the rehabilitation of two storm drainpipes in the City. Only one bid was received which was substantially higher than the Engineer’s Estimate. The City Council rejected this bid and directed staff to re-advertise the project. On September 22, 2004 bids were opened for the re-advertisement. Two bids were received both bids were substantially higher than the Engineer’s Estimate. The construction budget is $165,000, and the engineer’s estimate of cost is $152,000. Upon review of the bids, staff believes that prices received for cleaning and videotaping can be removed from this project and completed more efficiently as part of our regular storm drain maintenance. Staff recommends that all bids be rejected and the storm drains be cleaned under our regular maintenance contract and videotaped, and that the plans be re-advertised.
CONCLUSIONS Adopting the staff recommendations will result in rejecting the bids received on September 22, 2004, re-advertising the plans and specifications for the Storm Drain Rehabilitation project, with a new bid opening dated scheduled in October 2004, and consideration for award in November 2004.
