1. Motion to waive full reading.
Recommendation: Adopt a motion to waive reading in full of all ordinances presented at this meeting with consent of the waiver of reading deemed to be given by all Council Members after the reading of the title.
2. Approval of the minutes, October 5. (Purcell)
Recommendation: Minutes of October 5 Adjourned Regular Meeting.
3. Engineering and Traffic Speed Surveys. (Dragoo)
Recommendation: ADOPT RESOLUTION 2004-, ESTABLISHING A 15 MPH SPEED LIMIT WHEN CHILDREN ARE PRESENT ON CRESTWOOD STREET, GENERAL STREET AND BAYEND DRIVE NEAR CRESTWOOD ELEMENTARY SCHOOL.
4. Slurry seal of Palos Verdes Drive East. (Dragoo)
Recommendation: (1) Approve the Plans and Specifications for the construction of the Slurry Seal of Palos Verdes Drive East Project; (2) Award a Construction Contract to Roy Allen Slurry Seal, Inc. in the amount of $158,630, for the Palos Verdes Drive East Slurry Seal Project, and authorize staff to spend up to $19,000 for possible extra work; thereby approving a $177,630 construction budget; (3) Authorize the Mayor and City Clerk to execute a contract with Roy Allen Slurry Seal, Inc; (4) Award a contract to Harris and Associates, for the Construction Management and Inspection services in an amount not to exceed $ 28,000; and, (5) Authorize the Mayor and City Clerk to execute a contract with Harris and Associates.
Recommendation: Approve the Second Amended and Restated Joint Powers Agreement between the South Bay Cities Council of Governments (SBCCOG) and the Seventeen Agencies set forth in Exhibit A of the agreement.
Recommendation: (1) ADOPT RESOLUTION NO. 2004 - AUTHORIZING THE CITY OF RANCHO PALOS VERDES TO OBTAIN STATE SUMMARY CRIMINAL HISTORY INFORMATION FOR THE PURPOSE OF SCREENING EMPLOYEES, VOLUNTEERS, AND INDEPENDENT CONTRACTORS; (2) ADOPT RESOLUTION NO. 2004-, AMENDING RESOLUTION NO. 2004-45, THE BUDGET APPROPRIATION FOR FY 04-05, TO INCREASE THE PERSONNEL PROGRAM BUDGET FOR PROFESSIONAL AND TECHNICAL SERVICES; (3) ADOPT RESOLUTION NO. 2004- AMENDING RESOLUTION NO. 2002-05 AND ADOPTING REVISIONS TO THE COMPETITIVE SERVICE EMPLOYEE PERSONNEL RULES; (4) ADOPT RESOLUTION NO. 2004 AMENDING RESOLUTION NO. 2002-06 AND ADOPTING REVISIONS TO THE MANAGEMENT EMPLOYEE PERSONNEL RULES; and (5) Authorize the Mayor and the City Clerk to execute professional service agreements with Western Medical Group to conduct pre-employment medical examinations and conduct medical review of positive drug test results.
7. Register of Demands. (McLean)
Recommendation: ADOPT RESOL. NO. 2004- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.

Recommendation: Receive testimony on the status of Cox Communications’ Notice of Non-Compliance and continue discussion of any remaining noncompliance issues to the Second Systems Performance Audit, which will be agendized for Council consideration before January 15, 2005.
Recommendation: Confirm whether Saturday, November 13, 2004 would be a suitable date to meet at the subject properties; if so, continue the matter to that date.
(30MIN) 10. Neighborhood Compatibility Code Amendment: ZON2004-00331 (Citywide). (Mihranian)
Recommendation: Review the proposed draft code amendment language that proposes to establish exemptions to the Neighborhood Compatibility review process and, if deemed acceptable, direct staff to prepare the appropriate ordinance for introduction at the November 2nd meeting.

REGULAR NEW BUSINESS:
(10MIN) 11. Appointment of member to the Traffic Committee. (Purcell)
Recommendation: (1) Decide whether to make an appointment at this meeting or continue the interviews to November 2 to interview the three candidates who could not interview on this date; or, (2) Appoint one of the interviewed applicants to fill the vacancy left by the resignation of Tracy Bristol; said appointment to have a term of office until January 2008.
(30MIN) 12. Report on the Sanitary Sewer Master Plan study. (Dragoo)
Recommendation: Receive and file a report from the Director of Public Works regarding the Sanitary Sewer System Master Plan Study.
(10MIN) 13. Annual Holiday Reception. (Petru)
Recommendation: Select a date and establish a budget for the annual holiday reception.
(20MIN) 14. November 2, 2004 City Council Meeting. (Clark)
Recommendation: Consider rescheduling the Tuesday, November 2, 2004 City Council meeting to 7:00 P.M. Wednesday, November 3, 2004.
