RECOMMENDATION

Adopt Resolution 2004-, A Resolution of the City Council of the City of Rancho Palos Verdes establishing a 15 mph speed limit when children are present on Crestwood Street, General Street and Bayend Drive near Crestwood Elementary School.

BACKGROUND

In accordance with the California Vehicle Code (CVC), radar or laser enforceable speed limits in the City of Rancho Palos Verdes are generally established by one of two methods. If the roadway meets the definition of an arterial or collector street, the prima facie speed limit is determined by utilizing a Traffic and Engineering Speed Survey. On the other hand, if the roadway is classified as a residential roadway, a speed limit of 25 miles per hour applies and no survey is needed. The California Vehicle Code further states in order for a speed limit to be enforceable, the engineering survey must be prepared every five, seven or ten years, depending upon specific criteria.

CVC Section 22358.4 allows a local agency to reduce the speed limit near a school to 20 mph or 15 mph, based on an Engineering and Traffic Survey, when it is determined that the 25 mph speed limit is more than reasonable or safe. CVC Section 627 identifies the factors to be considered in the Engineering and Traffic Survey, including:

    • Residential Density,
    • Pedestrian and Bicyclist Safety.

In conjunction with City staff’s recent investigation into traffic conditions in the Mira Vista/South Eastview neighborhood, the City’s consultant Traffic Engineer completed an Engineering and Traffic Survey with input and direction from City staff. The streets surrounding Crestwood Elementary School carry vehicular volumes as high as 5,400 vehicles per day, with associated speeds well in excess of the 25 mph speed limit. The subject streets are utilized as the primary drop-off and pick-up route for the school. There are heavy pedestrian volumes adjacent to and crossing the streets. These streets are 36-feet wide, with extensive on-street parking.

Based on the heavy vehicular and pedestrian volume, high speeds, narrow width and substantial conflicts during school arrival and dismissal periods, it is appropriate to reduce the speed limit during the times when children are present to 15 mph. This recommendation was previously approved by Council on September 21, 2004, as part of the Mira Vista/South Eastview neighborhood traffic calming plan.

CONCLUSION

Adopting staff’s recommendation will establish a reasonable and enforceable speed limit adjacent to Crestwood Elementary School. There will be no changes to any other City speed limits.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING SPEED LIMITS ON VARIOUS STREETS.

 

WHEREAS, engineering and traffic surveys have been conducted on various streets within the City as required by provisions of the California Vehicle Code; and

WHEREAS, it has been determined that the establishment of speed limits that are reasonable and safe will facilitate the orderly movement of vehicular traffic within the City;
