SUBJECT: FORRESTAL MANAGEMENT PLAN - (APPLICANT: CITY OF RANCHO PALOS VERDES)

RECOMMENDATION

Staff requests that the City Council select a date to conduct a public hearing to review and approve the proposed amendments to the Forrestal Management Plan.

BACKGROUND

The Forrestal Steering Committee is comprised of City Staff, representatives from the Palos Verdes Peninsula Land Conservancy (PVPLC) and individuals representing special interest groups, such as a local homeowner’s association representative, an equestrian representative, a natural resource/habitat representative and a trail expert/off-road bicyclist. The Steering Committee is assigned with the task of implementing the Forrestal Management Plan. The Management Plan was adopted by the Council in 2001, at the same time the City entered into a joint operations agreement with the PVPLC to manage the City-owned Forrestal property and to review and clarify the Management Plan. The Forrestal Management Plan has been the subject of review by the Steering Committee for the past three years. The Steering Committee is nearing the end of its review of the Management Plan and is preparing to propose amendments to the Management Plan for consideration by the City Council. Some of the contemplated amendments include:

  • Designating a comprehensive trails network plan.
  • Designating trail users.
  • Establishing a process to review and implement improvement projects between the City, the PVPLC, the Committee, and the public.

The contemplated amendments to the Management Plan are based on public testimony and the Committee’s extensive review and consideration of both recreational uses and preservation of the natural resources of the Preserve for the benefit of the public. It is intended that the amendments proposed by the Steering Committee be reviewed and approved by the City Council at a duly noticed public hearing.

DISCUSSION

Staff believes that in order to accommodate the anticipated public attendance on this matter and provide a venue that is in close proximity to the Forrestal property, it would be most beneficial to have the public hearing on the Forrestal Management Plan on a Saturday at the Ladera Linda Community Room. Ladera Linda is conveniently located near the neighborhoods where most of the anticipated public will be traveling from and is within walking distance to the Forrestal Nature Preserve, thereby allowing the Council an opportunity to conduct a site visit, if deemed necessary, that same day. Therefore, Staff requests that the Council select one of the following Saturdays to conduct the public hearing:

  • Saturday, December 4, 2004 at 10:00 a.m.; or,
  • Saturday, December 11, 2004 at 10:00 a.m.; or,
  • Saturday, December 18, 2004 at 10:00 a.m.

ADDITIONAL INFORMATION

Forrestal Management Plan

The Steering Committee’s recommended amendments to the Management Plan will be packaged as an updated Plan and transmitted to the Council before the scheduled public hearing. Accompanying the updated Management Plan will be a Staff Report that explains the proposed amendments and the Committee Members’ position on the amendments. Additionally, minutes from the Committee meetings will also be attached as a reference to the discussions that occurred between the Committee members and the public.

Public Notice

A public notice announcing the date and time of the public meeting will be published in the Peninsula News and posted at City Hall, Ladera Linda, Hesse Park, and the entry points to the Forrestal Nature Preserve. Additionally, a public notice will be sent to interested parties, list-serve subscribers, and property owners located within the Ladera Linda HOA, Sea View HOA, and Mediterrania HOA.
