SUBJECT: GRANT FOR RADAR SPEED TRAILER AND DRIVER FEEDBACK SIGNS

RECOMMENDATIONS

  1. Adopt Resolution 2004-_____, a resolution of the City Council of the City of Rancho Palos Verdes amending resolution 2004-45, the budget appropriation for fiscal year 2004-05, for a budget adjustment to the city’s Traffic Management Program.
  2. Award a contract under the provisions of Municipal Code 2.44.140 (d) to Pacific Lighting Sales, Inc. to obtain a radar speed trailer and two driver feedback signs at a cost of $26,400 and authorize staff to spend an additional $2,600 for possible additional work or unforeseen conditions for a total authorization not to exceed $29,000.
  3. Authorize the Director of Public Works to enter into a purchase agreement with Pacific Lighting Sales, Inc. for an amount not to exceed $29,000.

BACKGROUND/ANALYSIS

In September of 2004 the City of Rancho Palos Verdes executed a Grant Agreement with the State’s Department of Transportation, Office of Traffic Safety. The execution of this agreement took place following the Office of Traffic Safety (OTS) approval of grant funding for our traffic safety project to purchase the radar speed trailer and two (2) radar speed feedback signs. However this project was not identified in the adopted FY 04-05 budget therefore the staff recommendations includes Budget Adjustment 2004-______.

The grant is effective from October 1, 2004 through December 31, 2005. Project goals include reducing the number of persons killed and injured due to excessive speed. Objectives include the purchase of a radar trailer and two (2) feedback signs, to deploy the equipment at strategic locations in 2005 and follow up with speed surveys and enforcement efforts. Specifications for the equipment were developed, and all known vendors were contacted and invited to provide proposals for the equipment. Staff does not believe additional advertising through traditional methods would result in any additional or lower bids. The following table summarizes the bids received:

Staff is seeking City Council authorization to obtain and order the equipment at prices received through an informal bid process so that the purchase of this equipment can be completed. Pacific Lighting Sales, Inc. is the lowest bidder for these items.

CONCLUSIONS

Adopting staff’s recommendation will appropriate the funding needed to purchase the equipment and authorize the Director of Public Works to purchase the radar speed trailer and two speed feedback signs.

FISCAL IMPACT

Full funding for the recommended action is provided through the OTS grant. The FY 04-05 Statement of Estimated General Fund Reserves through December 7, 2004 is attached (Attachment A)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS

VERDES, AMENDING RESOLUTION 2004-45, THE BUDGET APPROPRIATION

FOR FISCAL YEAR 2004-05, FOR A BUDGET ADJUSTMENT TO THE CITY’S TRAFFIC MANAGEMENT PROGRAM WITHIN THE GENERAL FUND

WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and

WHEREAS, on June 1, 2004, the City Council of the City of Rancho Palos Verdes adopted Resolution 2004-45, approving a spending plan and authorizing a budget appropriation for the 2004-05 fiscal year; and

WHEREAS, it is necessary for the City to allocate additional funds to purchase a radar speed trailer and two driver feedback signs for a traffic safety project; and

WHEREAS, a budget increase in the Traffic Management Program is necessary to authorize the expenditure of additional funds for traffic safety equipment;

BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:

The following adjustments be made to the General Fund:

Traffic Management Program 101-3006-431-61-00 Equipment $29,000

Traffic Management Program 101-3006-334-10-00 State Grant

Revenue $29,000
