SUBJECT: APPOINTMENTS TO CITY ADVISORY BOARDS: APPOINTMENT OF TRAFFIC SAFETY COMMISSION MEMBERS; AND, TO FILL VACANCIES ON THE PLANNING COMMISSION AND FINANCE ADVISORY COMMITTEE

RECOMMENDATION

1) Appoint seven members to the Traffic Safety Commission, each with a two year term of office until February 2007; 2) Set a date to interview candidates for Chair of the Traffic Safety Commission; 3) Make an appointment to the Planning Commission to fill the vacancy left by the resignation of Susan Cote; said term of office until March 2006; and, 4) Make an appointment to the Finance Advisory Committee to fill the vacancy left by the resignation of Lori Zorn; said term of office until January 2008.

BACKGROUND

On December 21, 2004, the Council decided to interview candidates for Traffic Safety Commission, Planning Commission and Finance Advisory Committee prior to this evening’s regular meeting. March 1, 2005 was also selected as an alternate date to conduct interviews. The City Clerk’s Office has completed the recruitment period for all three advisory bodies, Council conducted interviews earlier this evening and staff is now presenting the candidates for the Council’s consideration.

DISCUSSION

Traffic Safety Commission: Appointment of Members

On December 7, 2004, the City Council adopted Resolution No. 2004-101, thereby disestablishing the Traffic Committee and establishing a new Traffic Safety Commission. Recruitment for the newly established Traffic Safety Commission began the week of December 13, 2004 with the recruitment period running through January 17, 2005.

The City is in receipt of 13 applications from residents who are interested in serving on the seven-member Traffic Safety Commission. Earlier this evening, the City Council interviewed the candidates for that Commission; three of the candidates (Jim Jones, Lawrence Kline and Jeffrey Lewis) have indicated to staff that they would be unable to attend the scheduled interview, but were still interested in being considered for appointment.

Council will recall that in October 2004 and November 2004, several individuals who have expressed interest in serving on the new Traffic Safety Commission interviewed for appointment to the now disestablished Traffic Committee:

Paul Wright

November 3, 2004

Kenneth Giles

Lawrence Higgins (also interested in Planning Commission)

Jeffrey Lewis (also interested in Planning Commission)

Staff has prepared a ballot listing all of these candidates.

Traffic Safety Commission: Setting Date to Interview Candidates for Chair

Set a date to interview candidates for Chair of the newly appointed Traffic Safety Commission.

Planning Commission: Appointment to Fill Vacancy

This matter was before the Council at the December 7, 2004 meeting and at that time the Council decided to conduct a full recruitment to fill this vacancy. Recruitment began the week of December 13, 2004 with the recruitment period running through January 17, 2005. As a result of the City’s recruitment efforts 7 candidates applied for appointment. Earlier this evening, the City Council interviewed the candidates for that vacancy; two of the candidates (Lawrence Kline and Jeffrey Lewis) had indicated that they would be unable to attend the interview, but were still interested in being considered for appointment.

Staff has prepared a ballot listing all of these candidates.

Finance Advisory Committee: Appointment to Fill Vacancy

This matter was before the Council at the December 7, 2004 meeting and at that time the Council decided to conduct a full recruitment to fill this vacancy. Recruitment began the week of January 3, 2005 with the recruitment period running through February 14, 2005. As a result of the City’s recruitment efforts 4 candidates applied for appointment. Earlier this evening, the City Council interviewed the candidates for that vacancy.

Staff has prepared a ballot listing all of these candidates.
