RECOMMENDATION
Approve the appointment of Stanley Helenschmidt of Helenschmidt Geotechnical, Inc. to the Geotechnical Board of Appeals.
DISCUSSION
On October 5, 2004, the City Council adopted Ordinance No. 413 regarding the City’s Geotechnical Board of Appeals and approved a pool of candidates for the Board from three (3) geotechnical firms: GMU, Inc., GeoLogic and AMEC. Unfortunately, AMEC is unable to participate on the Board at this time, so Staff has identified Mr. Stanley Helenschmidt of Helenschmidt Geotechnical, Inc. as an additional candidate for participation on the Board. Mr. Helenschmidt’s resume and fee schedule are attached. Staff believes that Mr. Helenschmidt is qualified to participate as a member of the Board, particularly given his past experience and familiarity with the unique geology of the City of Rancho Palos Verdes.
ADDITIONAL INFORMATION
All interested parties, including the pool of candidates for the Geotechnical Board of Appeals, have been advised of the City Council’s consideration of this matter.
FISCAL IMPACT
Since the costs of an appeal to the Board are wholly borne by the appellant, there is no fiscal impact to the City in appointing a Geotechnical Board of Appeals.
CONCLUSION
Staff recommends that the City Council approve the appointment of Stanley Helenschmidt of Helenschmidt Geotechnical, Inc. to the Geotechnical Board of Appeals.
ALTERNATIVES
In addition to Staff’s recommendation, the following alternatives are available for the City Council’s consideration:
1. Direct Staff to identify additional and/or different candidates for the Geotechnical Board of Appeals, and continue this matter to the next City Council meeting.
