RECOMMENDATION
Consider City Grant requests from non-profit agencies in the South Bay area.
DISCUSSION
For the last ten years, the City has provided grant funding to various non-profit agencies in the South Bay area. The City Grant program grew substantially from four grant recipients receiving a total of $15,450 in grant funding in FY 95-96 to fifteen recipients receiving grants totaling $46,540 in FY 02-03. In FY 03-04, although three new organizations were added to the list, the City cut the overall grants funding to $30,000 and eliminated the $6,850 discretionary pool previously used for new grant requests that came up after the start of the fiscal year. The grant funding was maintained at the same level in FY 04-05.
In January 2005, staff sent letters to each of the City’s eighteen current grant recipients soliciting their funding requests for the next two fiscal years. As shown in the chart on the next page, staff received responses from sixteen of the organizations. Copies of their letters are attached to this report for the Council’s information. The City did not receive requests from two organizations: The Salvation Army Sage House and School of Champions, both of which had previously received grants less than $500 from the City.
Of the requests received, only two, Helpline Youth Counseling and Support for Harbor Area Women’s Lives, are not requesting an increase in their current funding level over the next two fiscal years. Further, with the exception of Healthcare & Elder Law Program, which is requesting an additional $50 increase in FY 06-07, all of the other organizations requested the same level of funding over the next two fiscal years. The City also received one new request from the Palos Verdes Peninsula Chamber of Commerce in the amount of $5,000. Overall, the level of funding being requested in each of the next two fiscal years has increased from $30,000 to $52,725 in FY 05-06 and $52,750 in FY 06-07.
