RECOMMENDATION

1) Appoint seven members to the Traffic Safety Commission, each with a two year term of office until February 2007; 2) Set a date to interview candidates for chair of the newly appointed Traffic Safety Commission; 3) Make an appointment to the Planning Commission to fill the vacancy left by the resignation of Susan Cote; said term of office until March 2006; 4) Make an appointment to the Finance Advisory Committee to fill the vacancy left by the resignation of Lori Zorn; said term of office until January 2008; and 5) Reappoint seven current members of the Equestrian Committee for an additional one year term, until March 2006; 6) Set a date to interview candidates for chair of the Equestrian Committee; 7) Authorize staff to begin the recruitment to fill four expiring terms on the Emergency Preparedness Committee, and, 8) Consider conducting interviews during the 6:00 P.M. to 7:00 P.M. timeframe before the May 3, May 17 and June 7, 2005 meetings.

DISCUSSION

Traffic Safety Commission: Appointment of Members

On December 7, 2004, the City Council adopted Resolution No. 2004-101, thereby disestablishing the Traffic Committee and establishing a new seven-member Traffic Safety Commission. Recruitment for the newly established Traffic Safety Commission began the week of December 13, 2004 with the recruitment period running through January 17, 2005.

The City has received 12 applications from residents who are interested in serving on the seven-member Traffic Safety Commission. The Council had interviewed all of the candidates, except for Lawrence Kline, who was unable to attend the scheduled interviews, but is still interested in being considered for appointment. A list of all of the applicants for the Traffic Safety Commission is attached to this report for the Councilís information. Staff has also prepared a ballot listing all of these candidates.

Traffic Safety Commission: Setting Date to Interview Candidates for Chair

After the Council appoints the members to the Traffic Safety Commission, staff requests that Council set a date to interview candidates for chair of the newly appointed commission.

Planning Commission: Appointment to Fill Vacancy

This matter was before the Council at the December 7, 2004 meeting and at that time the Council decided to conduct a full recruitment to fill this vacancy. Recruitment began the week of December 13, 2004 with the recruitment period running through January 17, 2005. As a result of the Cityís recruitment efforts 7 candidates applied for appointment. Earlier this evening, the City Council interviewed the candidates for that vacancy. A list of all of the applicants for the Planning Commission is attached to this report for the Councilís information. Staff has prepared a ballot listing all of these candidates.

Finance Advisory Committee: Appointment to Fill Vacancy

This matter was before the Council at the December 7, 2004 meeting and at that time the Council decided to conduct a full recruitment to fill this vacancy. Recruitment began the week of January 3, 2005 with the recruitment period running through February 14, 2005. As a result of the Cityís recruitment efforts 4 candidates applied for appointment. On February 15th and earlier this evening, the City Council interviewed the candidates for that vacancy. A list of all of the applicants for the Finance Advisory Committee is attached to this report for the Councilís information. Staff has prepared a ballot listing all of these candidates.

Equestrian Committee: Reappointment of Seven Members

On March 1, 2005, the Council extended the Equestrian Committee for an additional year and directed staff to agendize reappointment of Committee members. Of the nine members currently serving on this committee, seven members have terms that expire in March 2005: Kay Bara, Richard Bara, Joan Kelly, Charlene OíNeil, Madeline Ryan, William Simpson and Ray Van Dinther. The other two members, Carolyn Ann Bojorquez and Gordon Leon have terms that expire on March 7, 2006. Staff is asking Council to reappoint the seven members with expiring terms for one more year.

Equestrian Committee: Setting Date to Interview Candidates for Chair

After the Council reappoints seven members to the Equestrian Committee, staff requests that Council set a date to interview candidates for chair of the committee.

Emergency Preparedness Committee: Recruitment for Four Positions

In April 15, 2003, the City Council received the final recommendations from the Emergency Preparedness Task Force and decided to create a permanent Emergency Preparedness Committee. The Council subsequently conducted interviews and appointed eight members to serve on this advisory board on April 6, 2003 (Jack Karp later resigned from the committee after being appointed to the Planning Commission, but was later appointed as an ex officio member of the Emergency Preparedness Committee on June 1, 2004). The seven remaining members have two-year and four-year staggered terms. The four members with terms ending on June 7, 2005 are Shirley Borks, Maureen Ford, Tim McCully and Stuart Salot. The terms of the three remaining members, Jennifer Boudreau, Mel Hughes and Richard Kimball Smith, will not expire until June 7, 2007. Council will recall that Mel Hughes was appointed chair of the Emergency Preparedness Committee on February 1, 2005.

CONCLUSION

To accommodate a speedy schedule for interviewing candidates to fill these four positions, staff recommends that Council consider conducting interviews before the Council Meetings on May 3, May 17 and June 7, 2005. Of course, the number of applications received will determine the number of interview sessions required.
