TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: DIRECTOR OF PLANNING, BUILDING AND CODE ENFORCEMENT DATE: APRIL 5, 2005 SUBJECT: LONG POINT RESORT HOTEL PROJECT STATUS UPDATE Prepared By: Ara Michael Mihranian, AICP, Senior Planner RECOMMENDATION Receive a project status update and visual presentation on the Long Point Resort Hotel project by the project applicant. BACKGROUND On August 28, 2002, the Long Point Resort Hotel project was unanimously approved by the City Council. Subsequently, the City’s decision was appealed by the Coastal Commission, and after conducting an appeal hearing, the Coastal Commission approved the project on August 7, 2003 with modified conditions of approval. The modified conditions were accepted by the City Council at its October 7, 2003 meeting, marking the Council’s decision as the final project approval date. At the same meeting, the Council directed the project applicant to provide the City with future updates on the status of the project. Pursuant to Council direction, the project applicant has requested that an item be placed on tonight’s agenda in order to provide the Council with a status update on the project. Specifically, the project applicant would like to update the Council on the progress of the final site plan design and the projected construction ground-breaking date. DISCUSSION City Staff recently met with the applicant’s project team to discuss the status of the project and the projected timeline for breaking ground. At this time, the final site plan is nearly complete for submittal to the City. However, some minor adjustments are being contemplated by the applicant to improve the overall design of the project. As such, the applicant would like to present the Council with a preliminary review of the contemplated improvements to the project along with a status update on the project at tonight’s meeting. As the Council may recall, conditions were imposed on the project that require certain follow-up plans of the project, such as the Water Quality Plan, to be reviewed and approved by the City prior to the issuance of grading or building permits. This allows the City and the public to review the details of these plans to make sure the intent and spirit of the project conditions are being met. In accordance with the project conditions of approval, some follow-up plans will need to be reviewed and approved by the City Council and some by Staff (Director of Planning, Building and Code Enforcement or the Director of Public Works). To assist the applicant and the general public in understanding the various submittal requirements that must be met by the applicant prior to the issuance of grading or building permits, Staff has prepared a Table that is attached to this memorandum. The Table identifies the various plans that need to be submitted by the applicant and approved by the City prior to the issuance of grading or building permits. The Table also identifies the City entity that will be reviewing these plans, as well as the estimated date of when these plans will be reviewed. The applicant concurs with the timeline contained in the Table. ADDITIONAL INFORMATION Project Expiration Date According to the adopted conditions, unless grading and/or building permits are being diligently pursued, the project entitlements are valid until October 7, 2005, which is two years from the final approval date (October 7, 2003). The two year expiration requirement is based on State requirements for parcel maps and may be extended one year by the City Council if requested by the applicant. CONCLUSION Based on the above discussion, Staff respectfully requests that the City Council receive a status update on the Long Point Resort Hotel by the project applicant and if desired provide Staff and the applicant with any further direction.
