MAY 3, 2005 LOS ANGELES COUNTY SHERIFF’S CONTRACT MAY 3, 2005 LOS ANGELES COUNTY SHERIFF’S CONTRACT

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: ASSISTANT CITY MANAGER/CITY CLERK

DATE: MAY 3, 2005

SUBJECT: LOS ANGELES COUNTY SHERIFF’S CONTRACT

RECOMMENDATION

Authorize the Mayor to sign the FY 04-05 Services for the Peninsula Region (Rancho Palos Verdes, Rolling Hills and Rolling Hills Estates) and the FY 05-06 Rancho Palos Verdes Deployment Survey with the Los Angeles County Sheriff’s Department.

DISCUSSION

Through the Peninsula Region Law Enforcement Agreement, the Cities of Rancho Palos Verdes, Rolling Hills and Rolling Hills Estates contract as a group with the Los Angeles County Sheriff’s Department for municipal law enforcement services. Each year, as part of this agreement, the Mayors from each city sign a letter approving the level of service that will be provided within the Peninsula Region during the next fiscal year. In addition, each Mayor signs their city’s Deployment Survey, which specifies how the contracted serviced will be allocated in their respective city. The Sheriff’s service level for the regional area in FY 05-06 is the exactly same as was provided in FY 04-05. However, the level of deployment in Rancho Palos Verdes for FY 05-06 has been modified slightly upward using a formula based on number of service calls the City experienced in FY 04-05. These two referenced documents are attached for the Council’s review.

FISCAL IMPACT

The cost associated with the FY 05-06 Peninsula Region Law Enforcement Agreement represents a 7.5% increase over FY 04-05. The increase is the result of the slight increase in service calls in FY 04-05, the County’s new labor contract and the County Board of Supervisor’s recent action to spread charge certain overhead costs to the contract cities. The total contract amount of is consistent with the proposed City Budget for FY 05-06.
