SUBJECT: PURCHASE OF EMERGENCY GENERATOR FOR ABALONE COVE SEWER LIFT STATION

RECOMMENDATIONS
BACKGROUND/ANALYSIS
The sewer lift station at Abalone Cove is an integral part of the sewer system serving homes to the east of Palos Verdes Drive South in the Portuguese Bend area. Waste makes its way through the combination gravity and pressure system to the low point at the Abalone Cove lift station. The lift station provides the energy required to move the material from the low point into the County’s system where it is transported out of the city. During power outages the gravity system continues to drain into the lift station’s vault. Without electrical power, waste accumulates in the vault. If power is not restored in a timely manner, the vault could overtop. An on-site emergency generator would provide power during electrical outages and minimize the risk of this type of sewage spill.
This improvement project will procure an emergency propane generator and the fuel tank which are required to provide power during electrical outages in the Abalone Cove area. The equipment will be purchased with Community Development Block Grant (CDBG) funds and the installation of the generator and tank will be financed using funds collected through the Abalone Cove Sewer Maintenance fee.
Specifications for the equipment were developed, and vendors were contacted and invited to provide proposals for the equipment. Staff does not believe additional advertising through traditional methods would result in any additional or lower bids. The following table summarizes the bids received:

Staff is seeking City Council authorization to obtain and order the equipment at prices received through an informal bid process so that the purchase of this equipment can be completed. Sun Electric is the lowest bidder for these items.
CONCLUSIONS
Adopting staff’s recommendation will authorize the Director of Public Works to purchase the emergency generator and fuel tank.
FISCAL IMPACT
This project was approved as part of the FY 04-05 budget. Full funding for the recommended action is provided through CDBG funds.
