SUBJECT: BUDGET ADJUSTMENT FOR PALOS VERDES DRIVE SOUTH ROADWAY MAINTENANCE
RECOMMENDATION
Adopt Resolution 2005 - _ a resolution of the City Council for the City of Rancho Palos Verdes, amending Resolution 2004-45 the budget appropriation for fiscal year 2004-05, for a budget adjustment to the City’s Street Maintenance-Pavement Management Program.
DISCUSSION
The adopted FY 04 – 05 Budget includes funding in the amount of $103,000 for the maintenance of the 8/10 of a mile of Palos Verdes Drive South within the Portuguese Bend Landslide. As of May 15, 2005 expenses in the amount of $97,000 have been incurred, and it is believed that for the balance of the fiscal year additional funding, in excess of the budget, in the amount of $44,000 will be required.
The principal reason that the budget will be exceeded for this line item is that the severe winter rains have required more frequent paving operations to keep the roadway in a safe condition.
CONCLUSION
Adopting the staff recommendation will provide the additional funds required to maintain Palos Verdes Drive South within the Portuguese Bend Landslide.
FISCAL IMPACT
The recommended action will result in the expenditure of additional funds for the proper maintenance of Palos Verdes Drive South within the Portuguese Bend Landslide. The funding source for this line item has been Proposition C. The estimated fund balance at 6/30/05 for Proposition C is $514,991.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES, AMENDING RESOLUTION 2004-45, THE BUDGET APPROPRIATION
FOR FISCAL YEAR 2004-05, FOR A BUDGET ADJUSTMENT TO THE CITY’S STREET MAINTENANCE-PAVEMENT MANAGEMENT PROGRAM
WHEREAS, Section 3.32 of the Rancho Palos Verdes Municipal Code provides that all expenditures in excess of budgeted allocations must be by supplemental appropriation of the City Council; and
WHEREAS, on June 1, 2004, the City Council of the City of Rancho Palos Verdes adopted Resolution 2004-45, approving a spending plan and authorizing a budget appropriation for the 2004-05 fiscal year; and
WHEREAS, it is necessary for the City to allocate additional funds for road maintenance of Palos Verdes Drive South within the Portuguese Bend Landslide area; and
WHEREAS, a budget increase in the Street Maintenance-Pavement Management Program is necessary to authorize the expenditure of additional funds for road maintenance;
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES:
The following adjustment be made to the FY 04-05 budget:
Adjust the Portuguese Bend Road Maintenance Program budget as follows:
Maintenance 202-3005-431-43-00 $44,000
Transfer In 202-3005-391-10-00 $44,000
Adjust the Proposition C Fund budget as follows:
Transfer Out 215-3015-491-91-00 $44,000
